**About the Department - Facilities Management**:
Mount Royal University’s Facilities Management department is responsible for the planning, development, construction, design, operation, maintenance, safety, security and stewardship of all the buildings, infrastructure, sites and services within Mount Royal's campus community. Through efficient and environmentally sustainable operation, we offer grounds, custodial, building operations, facilities planning, security services and engineering professional services to provide a physical environment that supports and enhances our academic space for students and staff. Our team of professionals are dedicated to providing customer service excellence. Our staff respond to daily service requests and emergency/ priority situations as needed.
**About the Role**:
The position is responsible for the safe operation and maintenance of the Universities Central Plant and all related equipment and Mechanical Systems campus wide. This includes safely providing a continuous supply of utilities throughout campus. The Manager has certified technical and operational ability and will ensure compliance with applicable legislation, regulations, codes and standards related to plant operations, mechanical systems and the occupational health and safety act.
The Manager, Central Plant & Mechanical Systems, reports to the Director of Facilities Operations. The role shall take all measures to ensure the safe and reliable operation and maintenance of the University’s Central Plant. The Manager will operationally support the distribution of utilities throughout the University and the sale to ancillary departments where applicable. The role directs, supervises, and trains shift power engineers according to ABSA regulation and authorizes all work performed within the central plant or in connection with the associated equipment. Ensures ABSA registration and compliance of building equipment including inspections, standard operating procedures, safety practices and corresponding documentation. The Manager will also support the department’s stewardship responsibilities and long-term sustainability of the university’s facilities and infrastructure, maximizing opportunities for efficient delivery of services and optimal investments. Works with contractors, equipment vendors, and consultants when required during system design, project implementation, commissioning, etc.
The Manager will be required to spend considerable time walking around during regular business hours. Decision making will be primarily at the manager’s level. The manager will also be responsible for developing and managing budgets.
The hours of work for this position are established at 35.0 hours per week.
***Responsibilities**:
**_Operation of the Central Plant and Mechanical Systems Campus Wide (34%)_**:
- Manages all operational changes, maintenance implementation, standard operating procedures, work schedules, and approvals pertaining to HVAC and Mechanical Systems;
- Responsible for the maintenance of all central plant, academic, administrative, and ancillary (Residences) HVAC and Mechanical Systems including all utilities involving water, sanitary/storm, and mechanical systems associated with heating and boilers, air conditioning and related chillers, fans, pumps, motors, ducting, heat exchangers, and pneumatic/hydraulic control systems;
- Provides guidance and consultation to contractors & MRU staff;
- Works with projects teams, contractors, equipment vendors, and consultants when required to assist during system design, planning, scheduling, commissioning of projects, etc;
- Addresses problem calls, prioritizes and delegates to staff as required;
- Ensures good housekeeping standards are being met while conducting daily inspection rounds;
- Maintains water treatment program;
- Provides support and direction to staff personnel and/or contractors outside of normal working hours in the event of an emergency situation;
- Promotes and executes safe work practices and compliance with applicable codes and standards.
**_Administration and Budget (33%)_**
- Supports Director with daily strategic planning, developing budgets, capital planning, asset management program, resource planning, utility/energy management and other business needs as required;
- Assists the Director in making decisions, evaluating, formulating, and making suggestions for the changing of departmental policies, procedures, and goals;
- Reviews, delegates and tracks CMMS work orders and maintains the preventative maintenance program;
- Responsible for maintaining and utilizing the building automation system for building performance metrics and equipment monitoring;
- Performs scheduled check-ins with ABSA and Risk Insurer inspections as required;
- Ensures all regulatory compliance is being met;
- Overseed purchases of equipment & tools, approval of major project work, labour relations issues, and strategic development;
