Reporting directly to the HSE Director with a dual reporting line to the TNDC Project Managers, this position serves as the HSE community and sustainability lead onsite for TNDC. The incumbent is responsible for supervising onsite HSE Coordinators and plays a pivotal role in maintaining positive relationships with the client (Newmont), TNDC stakeholders, and subcontractors.

Key responsibilities include providing support in the development and management of project HSE programs to ensure operational compliance with safety standards and mitigate risks, thereby fostering an engaged safety-focused culture. Additionally, the role involves planning, managing, documenting, and reporting on all HSE and related activities, including training, procedures, policies, commitments, incidents, and statistics for the site.

**Responsibilities**:

- Develop and implement health and safety policies, procedures, and programs in line with regulatory requirements and industry best practices.
- Conduct regular site inspections and audits to identify potential hazards and ensure compliance with safety standards.
- Provide leadership and guidance to site supervisors and workers on health and safety matters, including conducting training sessions and toolbox talks.
- Investigate accidents, incidents, and near misses to determine root causes and implement corrective actions to prevent recurrence.
- Collaborate with project managers, engineers, and subcontractors to integrate safety considerations into project planning and execution.
- Monitor and report on key safety performance indicators, such as injury rates, near misses, and safety compliance metrics.
- Ensure that safety equipment and personal protective equipment are provided and used correctly by all workers.
- Stay updated on changes in health and safety legislation and industry standards, and update company policies and procedures accordingly.
- Promote a strong safety culture within the organization through communication, recognition programs, and continuous improvement initiatives.
- Act as a liaison with regulatory agencies and participate in safety audits and inspections as required.
- Conduct operational risk assessments/hazard assessments, develop controls to manage risks, build the positive safety culture aligned with our safety first, safety always value, and those of the client and manage associated risks in the workplace using the hierarchy of control and sound industrial hygiene practices.
- Work directly with the client to establish a working group to align HSE policies, procedures, reporting, and initiatives, and ensure proper distribution of all documentation to advisory and management committees as required.
- Document all workplace incidents and investigations and ensure that records are up to date and sharing in lessons learned.
- Compile and submit daily, monthly, quarterly, and annual HSE reports, report leading and lagging indicators of HSE activities.
- Ensure alignment between TNDC and Newmont HSE management programs, objectives, and specific initiatives.
- Offer coaching and mentoring to the workforce, supervisors, and subcontractors in instances where non-compliance with safety rules and regulations is observed.

**Qualifications**
- Posses an established safety certification or designation such as:

- CHSC Certified Health & Safety Consultant
- CRST Canadian Registered Safety Technician
- CSC construction Safety Coordinator
- NCSO National Construction Safety Officer
- CRSP Canadian Registered Safety
- CSO (P), Construction Safety Officer
- GSC-CSC Gold Seal Certified Construction
- Minimum of 5 years experience in mineral exploration, mining, heavy civil construction in a senior leadership capacity.
- Experience with design and implementation of health and safety programs and safe systems of work.
- Experience with reporting leading and lagging indicators of HSE activities/conditions/incidents using appropriate systems and tools such as Salus, SafetyAdmin, DATs, SharePoint, or others.
- Thorough understanding of regulatory requirements outlined by WSBC and the Health, Safety and Reclamation Code for Mines in British Columbia.
- Ability to analyze incidents to understand and recommend corrective actions as well as improvements to health and safety practices and procedures.
- Valid Occupational First Aid (OFA) and WHMIS certificates.
- Time management, decision-making, analytical and problem-solving skills.
- Able to take direction, follow instructions, adapt to changing priorities and multi-task.
- Strong work ethic with an ability to work independently with mínimal supervision.
- Strong oral and written communication skills and able to use diagnostics.
- A team player who works respectfully and cooperatively with others.
