**PURPOSE**:Reporting to the Director of Finance, the Payroll and Benefits Manager is responsible for providing leadership and oversight of the payroll and benefits functions for approximately 450 Cowichan Tribes’ employees and for ensuring complete, accurate and timely payroll and benefits administration for Cowichan Tribes in accordance with Canada Labour Code, other applicable legislation filing requirements, and Cowichan Tribes’ Financial Administration Law, policies and procedures. This position oversees the processing of approximately 20,000 payroll and benefits related transactions per year, with a total value of approximately $30 million in related expenses. This is a full time permanent position.

**COMPENSATION AND BENEFITS**: Cowichan Tribes offers an excellent benefit and pension plan available after successful completion of the waiting period. The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $49.71 - $53.24 per hour ($90,469.86 - $96,898.03 annually).

**RESPONSIBILITIES**:

- Responsible for ensuring the completeness, accuracy and timeliness of bi-weekly payroll and benefits transactions and accounting within established deadlines;
- Prepares and/or oversees the preparation of all required reports and forms such as Records of Employment, WorkSafe BC remittances, Receiver General Remittances, OSFI Pension Plan Report and T4 within deadline. Responsible for conducting reconciliations of claims and premiums paid as necessary;
- Respond to inquiries from employees, supervisors, managers and other information requests from various agencies and institutions;
- Responsible and/or oversees Payroll staff performance in processing bi-weekly payroll;
- Ensures accurate and timely leave is recorded for employees;
- Reconciles payroll related balance sheet accounts on monthly basis;
- Ensures the integrity and confidentiality of employee information are maintained in the accounting system;
- Responsible for calculating retroactive pay, processing overtime pay-outs, salary grids increases and any other out of scope payments;
- Discusses, presents and provides information and reports to the Finance Operations Manager on payroll and benefits matters;
- Responsible to keep up-to-date with Cowichan Tribes’ Financial Administration Law, policies and procedures, and other applicable laws and regulations, including but not limited to, Canada Labour Code, human rights, WorkSafe BC, Indigenous Services Canada, and Canada Revenue Agency requirements;
- Actively committed to ongoing professional development, especially in the area of payroll and benefits /accounting/finance to ensure the policies and procedures are in compliance with Cowichan Tribes’ Financial Administration Law, policies and procedures and applicable legislation that the organization must adhere to;
- Other related duties as may be required.

**EDUCATION AND EXPERIENCE**:_**(please attach all required documents)**_
- Completion of a Post-Secondary Degree in Accounting or Finance;
- Payroll Leadership Professional (PLP) designation from the National Payroll Institute (NPI), including current enrolment in the program, Chartered Professional Accountant (CPA) and/or Payroll Compliance Professional (PCP) designations are considered an asset;
- A minimum of five (5) years of recent progressive experience in full cycle payroll and benefits management in a large organization, (2) years of which must be in a supervisory role;
- Experience working for a First Nations Organization is preferred;
- Satisfactory Criminal Record Check is required.

**KNOWLEDGE, SKILLS, AND ABILITIES**:

- Demonstrated expert proficiency with accounting software and MS Excel;
- Strong knowledge of payroll and benefits processing, laws and regulations in Canada, and related reporting in a large public sector organizations;
- Excellent written and verbal communication skills;
- Excellent ability to conduct analysis of payroll and benefits data and make recommendations on corrective actions;
- Advanced analytical ability to implement policies, legislation/regulations, funding contracts, and other agreements which can often be complex in nature;
- Demonstrated attention to detail and accuracy;
- Strong interpersonal skills and strong customer service focus;
- Ability to work in a fast paced and team oriented environment;
- Demonstrated high-level of integrity and discretion when dealing with sensitive and confidential information;
- Excellent knowledge of financial and internal controls as they relate to the payroll and benefits function;
- Demonstrated the process change and projects relating to payroll and benefits information systems;
- Ability to handle confidential information in an ethical and professional manner
- Knowledge of Cowichan language, culture, and teachings and/or willingness to learn
