Our mandate is to design, transform, and deliver the benefits and claims administration services offered by governments and other large organizations along with our consortium partners DXC Advanced Solutions, NTT DATA, and EY.

Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.

**Position Summary**
The Contract Analyst provides critical support in managing and maintaining contracts, including Statement of Work (SOW) subcontractor agreements, and contractual obligations. This role bridges internal and external communication, ensures compliance with the Master Services Agreement (MSA), and supports the development of standardized processes. Reporting into the Manager, Contracts Management, the Contract Analyst will play a key role in tracking performance measures, assisting with evidence collection, and helping to resolve contract-related issues.

**Primary Duties**
**Contract Review and Management**
- Draft, review, and process subcontractor agreements based on approved Statements of Work (SOWs).
- Assist project teams in developing SOW language and providing recommendations for clarity and alignment with organizational standards.
- Search the Master Services Agreement (MSA) for guidance on contractual terms and provide actionable insights to resolve routine issues.

**Performance Measures and Compliance**
- Track contractual obligations and performance measures to ensure timely and accurate evidence collection for formal submissions.
- Develop and maintain organized systems for tracking compliance deadlines, performance metrics, and supporting documentation.

**Process Improvement**
- Support the development and documentation of standardized workflows for contract management, vendor communications, and escalation handling.
- Assist in refining tools, templates, and processes to improve efficiency and scalability across the team.

**Collaboration and Communication**
- Communicate directly with subcontractors and vendors to gather necessary information, resolve queries, and support negotiations.
- Coordinate with internal impacted parties (e.g., Finance, Procurement, IT) to align on deliverables and contractual obligations.

**Escalation Handling**
- Serve as the first point of contact for mid-level contractual escalations, resolving issues where possible and escalating complex matters to the Manager as needed.

**Reporting and Administration**
- Prepare detailed reports and dashboards to provide visibility into contract performance, obligations, and renewal timelines.
- Maintain accurate and accessible records for all contract-related activities, ensuring readiness for audits and compliance reviews

**Required Education and Experience**
- Bachelor’s degree in business, finance or supply chain management.
- Experience with Master Service Agreements.
- Experience drafting and managing Statements of Work.
- Minimum of 2 years’ experience in vendor management, contract coordinator, or procurement.
- Required intermediate to advanced spreadsheet, word processing, presentation, and database software skills.

**Required Competencies**
- Foundational knowledge of contracts and the ability to interpret contractual terms and draft clear, accurate agreements.
- Strong attention to detail with the ability to manage multiple deadlines simultaneously.
- Demonstrated analytical and logical thinking with the ability to identify potential risks, discrepancies, or inefficiencies with evolving priorities.
- Excellent verbal and written communication skills, with an ability to collaborate effectively across teams and external partners.
- Comfortable working in a fast-paced environment with evolving priorities

**Travel / Work Location**

We offer **market competitive total compensation,** including an annual incentive bonus plan and market-based salaries. The base salary range for this position is **$61,800 to $92,800 annually**. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
