Home Child Care is a dynamic and engaging team. You will be working to support a very diverse community of Caregivers, parents, and children. Our team contributes to the overall goals of Children’s Services to provide childcare that is Affordable, Accessible, High Quality, Equitable and Inclusive. **The Opportunity**
Manages, plans, and provides strategic leadership for the development/delivery of the Region-operated licensed home child care program. Develops standards and best practices and ensures compliance with legislation, regulations, and policy.
Supervises Home Child Care Supervisors. Indirectly supervises Home Child Care Consultants and administrative staff. Provides information and training to approximately 450 contracted service providers through staff, newsletters, and conferences. Administers contracted services with consultants and agencies.
Manages service delivery through integrated teams and reception services. Supervises integrated services supervisors and indirectly supervises multi-disciplinary teams of program staff in the delivery and administration of income support (Ontario Works), employment and skills development programs, housing waitlist, and childcare subsidy and waitlist.
Manages the high quality operation of the licensed Home Child Care Program in two locations. Manages intake for families and caregivers, including waitlist management. Manages service contracts with home child care providers, including terminations.
Identifies new program directions. Researches/plans annual work plans and strategic directions in conjunction with other departmental/division planning. Develops, prepares, and advocates proposals.
Participates in divisional, departmental and Provincial planning and policy development, quality service initiatives, and service evaluation. Analyses, assesses, and prepares reports regarding program status, legislative changes, and directives. Oversees implementation of approved changes.
Collaborates with divisional management teams to develop and implement technology systems. Develops and generates statistical reports from Provincial database and waitlist technology. Monitors and provides reports regarding attendance, billing, and payment to caregivers to manage caseload and ensure activities adhere to legislation.
Manages the development and delivery of a promotional/marketing strategy. Oversees the development of communication strategies and participation in public awareness events. Works with internal and external stakeholders. Develops partnerships with agencies to promote services.
Ensures positive program image and oversees promotions.
Leads project development and implementation for the Division. Attends training, develops project teams, manages budgets, tracks implementation, and evaluates effectiveness. Manages issues related to child protection, levels of care, and safety. Ensures documentation and reports are completed accurately and efficiently.
Administers an annual budget in conjunction with other management; forecasts expenditures and needs for service expansion. Establishes fee structure and negotiates rates with contracted service providers. Manages revenue collection from clients and authorizes monthly payment to contracted service providers. Manages/arbitrates disputes and investigates anomalies related to fund distribution to service providers. Has signing authority for requisitions, expenses, petty cash, and service contracts.
Discusses fees, issues, and prepares service projections, financial analyses, and budgets with Finance. Discusses program policies, licensing, and hygienic procedures with Public Health.
Responds to inquiries and complaints from parents and service providers.
Reports to Ministries.
Performs related duties as required.
Knowledge of early childhood education and operation of a licensed child care program; and demonstrated experience working with diverse populations in the delivery of high quality curriculum approaches for young children, normally acquired through a Degree in Early Childhood Education or equivalent education, plus progressively responsible related child care experience in a supervisory/leadership capacity.
