**The Opportunity**
The Human Resources Team Leader is responsible for proactively addressing and helping to resolve key people issues including providing leadership and guidance on complex employee relations matters, talent acquisition, compensation and benefits, performance management, and other related functions. The HR Team Leader develops HR team members, directs their activities, and removes barriers to ensure team members are well supported.
Responsibilities will include:
1. Provide strong leadership to direct reports, provide coaching and mentoring through ongoing feedback and empowering employees to achieve outcomes. Encourage collaborative and inclusive relationships.
2. Act as a people and culture leader, demonstrating and aligning decisions and behaviours with our mission, corporate values, and culture.
3. Provide support for HR team members in their day-to-day activities including removing barriers to their work, moving projects forward, and developing their overall capabilities.
4. Act as the first point of escalation for Human Resources concerns, after the team has been unable to successfully resolve issues.
5. Oversee employee relations and business partnering functions to manage and resolve complex employee relations issues. Conduct effective, thorough, and objective investigations when needed.
6. Support in the management of HR Projects, helping to ensure project deadlines are maintained, creative solutions are explored, and issues are resolved.
7. Support the HR Manager developing HR strategies in alignment with the City’s vision, mission, and values.
8. Helps to ensure ongoing compliance with all laws governing HR and LR practices.
9. Support the HR Manager with maintaining accurate budget plans and actuals. Manage financial approvals for the HR team.
10. Stay abreast of industry best practices and evolve HR and payroll practices to meet or lead in key areas. Identify, lead, and support new initiatives that strengthen corporate culture, employee experience and meet the evolving needs of the business.
**You Bring**
Education
Bachelor’s degree in human resources or a related field
Certifications (licenses, tickets, certifications)
Chartered Professional in Human Resources (CPHR) designation
Other certifications in Human Resources would be an asset
Knowledge & Experience
Progressive HR experience with a minimum of 10 years working as an HR practitioner, Senior HR Business Partner, or in an HR leadership capacity
Experience resolving complex HR issues
Sound business acumen and judgment - able to effectively balance employee needs with competing business demands
Experience conducting workplace investigations and risk management assessment
Strong knowledge of relevant Alberta legislation including, Employment Standards Code, the Human Rights Act, Payroll and CRA guidelines, Occupation Health and Safety Act and relevant common law
Experience developing and delivering process reviews, identifying inefficiencies, and engaging with stakeholders on designing HR policies and best practices
Excellent interpersonal skills with the ability to develop and maintain respectful and professional working relationships at all levels of the organization
Working knowledge of Avanti would be an asset
Is an agent of positive change among HR professionals
Strong computer literacy and proficiency with Microsoft Office
Experience in both union and non-union environments
Municipal government experience would be an asset

Ability to effectively present information and respond to questions from groups of employees at all levels and convey this information to others
