Job Description**:POSITION PURPOSE**

Reporting to the Manager, Health Protection, is responsible for providing guidance and Divisional support and implementation of continuous improvement initiatives to ensure effective program planning and delivery; conducting research, reviewing programming gaps, identifying opportunities for quality improvement; training and education involving various internal and external stakeholders.

**MAJOR RESPONSIBILITIES**
- Conducts field assessments with Certified Public Health Inspectors (CPHI) and Tobacco Control Officers (TCO).
- Conducts document reviews, as per appropriate policies and procedures relevant to the program.
- Compiles statistics and generates summary reports based on the program review process allowing for gaps in programming and implementation of improvement strategies
- Analyzes and reviews data on a regular basis to identify opportunities for continuous quality improvement.
- Reviews documents completed by CPHI and TCO for legibility, completeness, accuracy and conformance to program standards and guidelines; ensures data integrity, obtains additional information as required and identifies areas for quality improvement.
- Identifies, develops and recommends strategies to meet program delivery needs of the Division and the Department as appropriate.
- Develops and collaborates with key individuals including community coalitions and interest groups.
- Evaluates existing health promotion initiatives of public health programs and makes recommendations for revisions as required.
- Assists in researching, developing and monitoring customized health education and promotion programs to be delivered by Health Protection Division staff.
- Reviews and evaluates existing educational materials/enforcement strategies and makes recommendations for revisions as required.
- Assists the supervisor in providing field support with high profile investigations, as required.
- Provides support the Divisional Planning process by consulting with program areas.
- Consults with Community and Health Services staff, community professionals and members of the community regarding best practices in Quality Assurance.
- Collaborates with key Community and Health Services personnel, community stakeholders and professionals to develop and implement key process improvement initiatives.
- Gathers and organizes a variety of Health related information to assist staff in their responses to public inquires.
- Assists the Manager in coordinating program and staff activities.

**QUALIFICATIONS**
- Successful completion of a University Degree in Environmental Health or approved equivalent combination of education and experience.
- Certification as a Certified Public Health Inspector ,C.P.H.I.(C).
- Certification in process techniques, such as Lean Six Sigma or similar certification
- Minimum five (5) years experience in the field of public health inspection including participation in a quality assurance initiative.
- Experience in enforcement and testifying in court.
- Experience in the development and delivery of education programs.
- Valid Ontario Class “G” driver’s licence and a reliable vehicle for use on corporate business.
- Thorough knowledge of the Health Protection and Promotion Act, The Provincial Offences Act, The Smoke-Free Ontario Act, The Skin Cancer Prevention Act, the Ontario Public Health Standards: Requirements for Programs, Services, and Accountability and applicable Regional and Municipal Bylaws.
