**Summary of Duties**:
**Work Performed**:

- Responsible for managing employees including hiring, coaching, administration, and performance of reporting employees. Respond to sensitive and confidential human resource issues as required.
- Provide leadership in the execution and delivery of services and programs in the following areas of accountability:

- Act as an expert resource and leader, providing complex code-related advice and consultation to staff, internal and external partners, and customers. Advise on interpretation of codes, technical guidelines, and best practices to promote consistent enforcement.
- Develop and implement ongoing training to ensure inspectors maintain current knowledge of amendments to existing legislation including Ontario Building Code and Occupational Health and Safety Regulations and divisional policies and procedures.
- Monitor and implement legislative changes, new policies and procedures and update existing policies and procedures as required to ensure legal requirements are met. Inform the Senior Manager, Building Services of modifications required to office policies and procedures.
- Exercise powers and perform duties under the Building Code Act and the Ontario Building Code in connection with inspecting construction, unsafe buildings and issuing Orders in accordance with the Building Code Act and the Ontario Building Code.
- Exercise powers and perform duties in accordance with the standards established by the Code of Conduct prescribed by Part 7.1 of the Building Code Act.
- Review all orders issued by inspectors for acceptability. Ensure inspectors follow up on all orders issued and complaints received in a timely manner and that decisions/actions are consistent and according to procedures/legislation.

- Attend Provincial Court when necessary to give evidence for prosecutions under the Ontario Building Code Act.
- Liaise with the Legal Services and/or Risk Management regarding claims against the City that involve the Building Division. Ensure adequate preparation and documentation where legal action, due to Building Code contraventions is required.
- Ensure that Code Compliance/Building Inspectors interact with the Plumbing Inspectors, Fire Prevention Office and the other Building Inspectors to ensure agreement that all the requirements have been met at job completion.
- Conduct inspections on a random basis to ensure Ontario Building Code regulations are being enforced by inspectors and that office policies and procedures are being followed.
- Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.
- Demonstrate commitment and adherence to health and safety legislation and programs; and actively promote a culture of safety with direct reports.
- Provide updates, information and recommendations to the Senior Manager, Building Services on priorities with responsibility to operationalize identified goals and strategies.
- Identify, recommend, adapt and implement innovative, effective and efficient work practices and procedures to improve the AMANDA permit tracking system and service delivery to ensure optimal accuracy of the corporate database and other related business practices.
- Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
- Encourage and support employee participation and commitment to individual, divisional, and organizational objectives. Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
- Prepare reports for Council and various Committees as required.
- Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics.
