**The existing Iona Island Wastewater Treatment Plant was built in 1963 and today serves approximately 750,000 residents. The plant serves residents in the Vancouver Sewerage Area, which includes Vancouver, parts of Burnaby and Richmond, the University Endowment Lands, and UBC. The facility processes about 200 billion litres of wastewater each year.**
**The Iona Island Wastewater Treatment Plant is being upgraded to ensure continued protection of public health and the environment in a growing region. The IIWWTP Projects is the largest capital project ever undertaken by Metro Vancouver with a capital cost estimate of $9.9 billion. This project involves the upgrading of the current primary plant to provide secondary treatment and tertiary filtration and includes a significant ground improvements program. It is in the early works and preliminary design stage.**
**The upgraded plant and complementary ecological projects are being designed to provide**:
- ** Secondary and Tertiary wastewater treatment** - to improve the treated wastewater quality being discharged to the Salish Sea.
- ** Extensive ground improvements** - to protect the plant from earthquake events and account for future sea level rise this century.
- ** Ecological restoration projects** - to restore Iona Beach Regional Park’s diverse and sensitive ecosystems, build climate resilience, increase park visitor connection to nature, and create integration between the wastewater treatment plant and Park.
- ** Resource recovery opportunities** - to help support the region’s carbon neutrality objectives, by recovering important resources such as reclaimed water for non-potable uses, and biogas captured and used at the plant to generate heat for operations as well as supply for renewable natural gas.
**The Iona Island Wastewater Treatment Plant Projects are now in the early works and preliminary design phase, with early works to prepare the site underway.**
**In 2022, Metro Vancouver retained Stantec as the Program Management Consultant to develop an integrated program management team (IPMT) with MV Staff. Together, this team is responsible for delivering the myriad of integrated early works projects in preparation for the construction of the WWTP.**
**You are: A leader and a proactive team player, who is well versed in project management, water and wastewater engineering principles and skilled in collaborating with multiple stakeholders. You have exemplary communication skills and strong experience in leading major multi-disciplinary water and/or wastewater infrastructure projects including intakes, tunnels, treatment plants, conveyance sewers, transmission mains and other large, complex projects.**
**The Project Manager, reports to the Director, Major Projects.**
**This role**:
- Works closely with the IIWWTP Leadership team to address and resolve major issues, lead and manage the Iona team and provides overall direction.
- Leads and manages a multi-disciplinary team consisting of engineering and technical staff, external consulting engineers and project management specialists and communications staff, oversees and approves consultation and engagement strategies.
- Hires, directs and motivates staff. Monitors performance towards division, department and corporate objectives and ensures staff adhere to corporate and board policies. Leads, coaches and develops staff recognizing the importance of leadership, supervisory and technical training. Develops and sustains a flexible workforce encouraging staff to pursue opportunities that complement their skills and experience.
- Prepares project and program budgets, prepares reports, allocates resources, monitors and controls spending, ensures effective and efficient expenditure of funds, leads risk management for capital projects, and works with legal staff to develop solutions for resolving contractual and environmental issues.
- Ensures the project’s activities are consistent with the organization’s values and goals. Addresses critical and complex project emergencies; facilitates information sharing among staff to transfer knowledge and experience; and provides progress reports to senior managers, political committees and the Board as required.
- Determines relevant processes and standards for procurement; project definition; conceptual, preliminary and detailed design; contract development; tendering; construction; and commissioning. Performs quality audits to ensure technical standards, corporate policies and procedures are adhered to. Ensures permits and authorizations have been obtained and ensures stakeholders have been adequately consulted.
