As the Cascade Aerospace on-site **Program Manager **for both the PAV and AVS contracts in the National Capital Region (NCR), the position represents the first point of contact between the customer and Cascade’s Project Management Office.
In addition, the position also provided Cascade oversight of Marshall’s embedded Technical Support Team also collocated with the customer. Gathering customer inputs, the incumbent listens as much to the hum in the cubicles as to the direct words of the customer to anticipate their wants and needs.
The position is both the customer advocate and Cascade representative, ensuring an unfiltered and honest two-way exchange of information between the NCR and Abbotsford outside of formal channels. Ultimately, the primary role of the NCR PM is to ensure that small issues are nipped in the bud and little annoyances don’t become Program significant events.
**Primary workplace is in Gatineau, Quebec with required travel to and from Ottawa.**
**MAJOR RESPONSIBILITIES AND DUTIES**
1) Take active role in assisting Abbotsford PMO in creation and execution of the master project plan to meet customer deliverables.
- Help develop Master Long Term Plan and Annual Operating Plan based on customer inputs
2) Disseminate timely and accurate communication regarding customer’s satisfaction with deliverables.
- Customers advocate and first point of contact with PMO
- Direct daily customer interface with D/WSM, AEO, DAP and various representatives of Canada as required (Sqn SAMEOs, 1CAD staffs, 19 Wing SAR SAMA)
- Coordinate on-site discussions of significance, telecoms, book on-site conference rooms to facilitate meeting
- Act as POC for preliminary discussions regarding quotes and estimates. Help define requirements
3) Assist finance by reviewing deliverables prior to formal presentation to the customer (ACFs, LCFs, CSSR, etc.).
4) Providing performance and development reporting of onsite staff:
- Provide engineering manager input regarding on-site AVS LCMM performance and development
- Provide Prime Contractor oversight of on-site Marshall Engineering personnel
5) Be familiar with and ensure all workplace conduct is in accordance with Cascade Aerospace HR, Safety, and Security policies and procedures and fulfills the requirements of the company’s employment equity program.
6) Perform other duties as assigned.
**CORE SKILLS**
- Exceptional communications, interpersonal, and customer relations skills.
- Complete knowledge of P-Series CF Maintenance Program and Air Force Maintenance Report Forms/Documentation.
- Detailed knowledge of DND Technical Airworthiness program (TAM).
- Detailed Knowledge of DGAEPM MAP and AF9000+ Quality System.
- Detailed knowledge of DND aviation maintenance and engineering processes.
- Skill in supervision and management of staff.
- Proven ability to present to Sr. level management.
- Proven ability to multi-task.
- Proven conflict management skills.
- Proficient in use of computers and various Cascade and customer ADP systems (Microsoft suite, ADAM, CGCM, etc.)
**TRAINING AND EXPERIENCE**
**Education**:
- Aircraft Maintenance, Engineering Technology, Engineering or equivalent
- Management Development Course preferred
**Experience**:
- Minimum 5 years’ experience as a Program Manager (preferably with NCR) in a technical management/or Engineering role within DND, preferably at both field and Headquarters levels
- Minimum 10 years’ experience in production or engineering role in an aircraft maintenance environment
- Served as Staff officer or Sr. Maintenance manager within DND Headquarters or Operational HQ
