University graduation in a related field plus 2 years progressively responsible related experience; or equivalent as described below.

**Equivalency**:
Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Other requirements include**:

- A minimum of two years of progressively responsible related experience such as project management, strategic/business/operational planning analysis and reporting, environmental scanning and trend analysis, and risk management.
- Experience coordinating projects, facilitating communication and stakeholder engagement to gain consensus and influence stakeholders to ensure a common understanding of the direction.
- Strong organizational, communication (written and verbal) and interpersonal skills.

Reporting to the Manager, Corporate Services as Lead, Business Planning and Reporting you will:
**Lead Strategic Planning in the department**
- Lead the design, development, implementation and maintenance of the department's strategic planning and reporting framework to ensure that all elements of business planning are integrated.
- Provide planning advice and guidance to executive team, executive directors, issue managers and other branch contacts across the PSC to ensure that planning activities are offering value to the department.
- Support strategic planning sessions that bring together Executive Team and Executive Directors Council members to discuss the direction of the department.
- Utilize strong political acumen to coordinate and prepare briefing materials for Committee of Supply and Public Accounts meetings.

**Coordinate the Development of the department's Business Plan and Annual Report**
- Develop the PSC's Business Plan and Annual Report in accordance with established guidelines, standards, and timelines; this includes coordinating the department's input into the GoA Strategic Plan and reporting publications.

**Lead departmental operational planning and reporting**
- Lead the development and execution of operational planning and quarterly reporting within the PSC, including developing process, guides and tools.
- Provide advice to divisions and branches to aid them with the development of their operational plans/reporting on these plans in accordance with division needs and in alignment with the department's Business Plan. This includes engaging program areas to develop meaningful performance measures to enable assessment of operations and to develop necessary mitigation strategies.
- Provide reports, updates, and inputs to senior and executive leadership as required.

**Lead the development and implementation of the PSC's Enterprise Risk Management program.**
- Develop the PSC's Enterprise Risk Management (ERM) program identifying risks and associated mitigations and strategies in alignment with standards defined by Treasury Board and Finance. This includes conducting and updating the SWOT analysis for the ministry (Strengths, Weaknesses, Opportunities, Threats).

**Role**:
**Serve as the department's primary point of contact for the Strategic Planning and Reporting Program.**
- Represent the team and the department on various working groups and committees (e.g., Business Plan Working Group).
- Lead the PSC's Business Planning Committee as Chair, delegating projects (such as operational planning) while developing relevant tools and resources and providing guidance and training for members. As Committee Chair, the incumbent develops meeting agendas, notes, presentations, minutes etc.
- Lead projects without positional authority, ensuring cooperation and engagement between stakeholder areas.
