This position is eligible to work remotely on a part-time basis.
**Characteristic Duties**:Under the general supervision of the Manager of Compliance and Operational Support.
- Administer and enforce CGS Water and Wastewater by-laws and statutes, and act as the Risk Management Inspector (RMI).
- Administer various CGS Water and Wastewater subsidy and rebate programs.
- Provide information and interpretation of by-laws and source protection policies and instruments to stakeholders including officials, business representatives and the general public. Mediate resolutions to non-compliant customers.
- Perform field investigation including sampling and inspecting public and private property as required to assess compliance; when required, enforce via issuing notices, orders, or the laying of charges as appropriate. Install, maintain, retrieve and calibrate field monitoring instrumentation; compile, review and interpret field monitoring data.
- Evaluate risk assessments, inspect structures and assist in resolving Source Protection Plan non-compliance conditions. Liaise with internal and external parties and co-ordinate joint inspections.
- Co-ordinate and collect routine and legal samples for analysis to determine compliance with existing standards and regulation. Provide interpretation and/or recommendations based on field investigations, analytical results and other data.
- Collect, compile, maintain and present evidence required for court action and the preparation of court documents.
- Provide Justice of the Peace with information to initiate court proceedings and serve summons on accused persons and subpoenas on witnesses. Attend Environmental Review Tribunal as directed.
- Attend court to give evidence and testify at trials and hearings as directed, follow up inspections after prosecution to prevent recurrence or continuation of infractions.
- Develop program statistics, key performance indicators and prepare reports related to Wastewater source control issues and the Drinking Water Source Protection Plan.
- Provide written responses to requests regarding outstanding “Notices” or Orders under CGS’s Water and Wastewater by-laws.
- Manage agreements, Risk Management Plans and help in the implementation of pollution prevention programs.
- Attend spill sites and act as the designate Site Supervisor in accordance with the Environmental Protection Act (EPA).
- Prepare reports and correspondence regarding status of investigations or complaints as directed, and maintain complete and accurate records of complaints.
- Assist with the development of operational and capital budget forecasts.
- Participate on emergency spill response standby rotation.
- Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
- Perform other related duties as may be required.
**Qualifications**:
- Successful completion of a Community College diploma in Environmental Sciences, Chemistry, Public Administration or other related discipline.
- Must successfully complete MOE course content including “Property Entry Training Course” and the “Risk Management Official/Risk Management Inspector Course” as prescribed under the Clean Water Act with six (6) months of hire.
- Certification as Municipal Law Enforcement Officer an asset.
- Must obtain MOE operator certification in WWC within six (6) weeks of hire and maintain valid operational licences.
- Over two and one-half (2½) years, up to and including five (5) years of related municipal experience in law enforcement and interpreting wastewater and water analytical data, and an understanding of industrial processes which generate wastewater.
- Demonstrated understanding of municipal by-law enforcement procedures and methods.
- Demonstrated knowledge of environmental issues, regulations and standards with a focus on water and wastewater.
- Demonstrated understanding of water supply and distribution systems, wastewater collection and treatment systems, processes and practices related to wastewater source control.
- Demonstrate interpersonal skills in dealing with peers, supervisors and the general public. Able to deal with CGS staff and outside agencies in a courteous and effective manner.
- Satisfactory health, attendance and former employment history.
- Excellent use of English; verbally and in writing.
- French verbal and written skills considered an asset.
