The Team Lead-Decision Scientist provides leadership and expertise in epidemiological and health services research methods to Clinical Programs and Quality Initiatives (CPQI) and Ontario Health. As part of the Quality Measurement and Evaluation Team, this role works in partnership with programs in CPQI to produce high-quality, actionable measurement strategies and analytics for quality improvement, planning and other decision-making to improve patient outcomes, provider experience, and value and equity in the healthcare system. This is a new role that will support the Canadian Cancer Real-World Evaluation (CCRE) Platform under the Provincial Drug Reimbursement Program (PDRP).

Ontario Health in collaboration with partners in Alberta and British Columbia and supported by funding from the Canadian Agency for Drugs and Technologies in Health (CADTH) will launch the Canadian Cancer Real-World Evaluation (CCRE) Platform. The CCRE Platform will be a Core Network Partner supporting the CADTH Post-Market Drug Evaluation (PMDE) evidence generation network. The team lead-decision scientist will lead analyses for real-world evidence (RWE) projects to address questions posed by federal, provincial, and territorial decision-makers about post-market drug safety and effectiveness in oncology. This is an exciting and unique opportunity where the Platform will bring timely evidence into the hands of decision-makers, enhancing the use of data and post-market evidence to inform decision-making in an efficient, responsive way. This includes designing and conducting real-world utilization, effectiveness, and safety studies with patient-level data using provincial administrative databases from across the platform.

Here is what you will be doing:
Leadership-
- Leads the design, analysis and reporting of observational studies of patient-level administrative datasets to evaluate real-world evidence (RWE) with cancer drug utilization, comparative effectiveness and safety of funded therapies- Works with the projects’ teams (including internal and external stakeholders) to determine requirements/business objectives and translate them into information solutions to support decision-making, planning and strategic implementation-
- Leads the interprovincial analytic team and provides technical and strategic guidance to develop timely and accurate query response with the appropriate resources and data sources to best address each project- Supports the development and execution of advanced analytics and reporting products- Builds capacity and provides coaching, mentoring and thought leadership to the organization

Subject Matter Expertise- Advises and designs high-quality rigorous analyses, assesses data quality and potential biases in the data, interprets and synthesizes analyses, translates analytical results into meaningful and actionable information- Produces timely, high-quality and clearly communicated reports, briefing notes, presentations and knowledge transfer to all levels of the program and organization- Identifies appropriate methods to address questions using advanced study designs and techniques for causal inference from observational research (e.g., propensity score methods, marginal structural models, G-methods) and for data science and analytics (e.g., machine learning, algorithms, classification trees)- Applies and establishes best practice analytic methods and develops and validates new applied research methods as required- Critically reviews and appraises analytic methods and results to ensure integrity and appropriateness of the results given the objectives and clearly articulates risks and limitations, particularly with respect to interpretation of the results- Integrates and synthesizes evidence from multiple sources, including published data and multiprovincial analytic results- Facilitates and participates in knowledge sharing activities within Ontario Health and externally with academic and non-academic audiences- Contributes to and leverages enterprise methodological standards and concepts- Leads and contributes to publications and contributes to grant proposals

Program Operations- Manages multiple projects of varying complexities, develops project plans and determines timelines, resource requirements, risks and impact- Identifies, manages, and escalates risks and issues as needed- Recruits and retains high-caliber talent and ensures analysts are engaged and able to work to their full scope and ability- Accountable for rigorous and timely delivery of analyses, including the development of documentation, presentations, reports, and articles based on those analyses- Leading consultation sessions with stakeholders to explore analysis options, communicate results, interpretation and recommendations, develop consensus and address questions- Works with the QME Manager, CCRE Manager and CCRE core team to develop timelines and identify resources to
