Basic Function:
Coordinate the design, development, implementation and maintenance of the County’s Geographic Information System by providing technical expertise in the design, development, analysis, acquisition, conversion, implementation of GIS software and data to ensure that all departments are working in harmony to produce a fully functional GIS.
Position Description:
- Development and administration of the GIS budget.
- To ensure that all existing expenditures are included and plans for future expenditures are introduced. Ensure that invoices are being paid from the proper account numbers.
- Develop a budget that will include all existing expenditures and include plans for future expenditures. Monitor and administer expenditures throughout the year by monthly reports. Anticipate and provide changes relating to future technological changes.
- Supervise and evaluate Senior Planning technicians, Planning technicians and Students.
- Ensure that the Planning department’s mapping is completed accurately, the data is up to date and deadlines are met. Staff should be motivated and given the proper instructions and guidance to complete tasks. The technology of GIS changes quickly and proper training must be provided to keep staff current with advances in technology and software.
- Assist, direct, assign work and evaluate the above positions. Create a yearly work schedule to including upcoming projects and tasks. Assist with daily work, project and tasks, when needed to ensure work is completed on time. Staff should be adequately trained, including outside training relating to GIS.
- Provide direction and assistance to County staff in the acquisition, research, analysis, integrity, design, maintenance and management of GIS data.
- To give support and technical advice to County staff and ensure that the County’s GIS is being developed in harmony across all departments. Keep in contact with other staff/departments to find areas where data and resources could be shared; eliminate the duplication of data and find possible financial savings.
- Provide phone support. Charing the GIS Committee meetings and the GIS Technical Committee. Conduct or arrange GIS Demos for staff. Work one on one with staff to help with analysis, integrity, design, maintenance and management of GIS data.
- GIS software and hardware is expensive and have yearly maintenance costs. Down time have both a productivity impact as well as a financial impact. A County GIS software inventory is maintained to ensure legal use of software.
- Develop, administer and maintain the County’s GIS Business Plan and GIS related policies.
- To give direction and vision to future divisional GIS needs and show financial impacts. Through Data Agreements and other policy, ensure that the County’s data is used for intended purposes and by the intended users.
- Develop and maintain a 3 Year County GIS Business Plan. Develop and administer Data Agreements and Memorandum of Understandings with outside organizations. Develop and administer other GIS related policy.
- Establish and implement corporate GIS data structure and data standards and ensure all departmental data is developed in harmony and properly documented with metadata.
- To ensure that the County has a highly functional GIS data structure to effectively manage and maintain hundreds of layers of data. Data standards need to be developed and adhered to and data needs to be properly documented with metadata so that it can be easily identified.
- Manage and maintain GIS data through planning, design, and development of data models and geodatabases. With consultation with staff, ensure that GIS data standards are adhered to and data is developed in harmony with other departments. Create metadata templates and ensure data is documented.
- Chair the GIS Committee meetings, the GIS Technical Users Group meetings and act as the Corporate professional for GIS.
- Establish and maintain liaisons with relevant internal and external government agencies and organizations and develop partnerships within the GIS community.
- By creating partnerships, the County can obtain valuable data, in cases at no cost, and or provide data to external organizations, which can produce a source of revenue. By maintaining external contacts, the County can ensure that its GIS data is being developed in harmony with others. Engage in partnerships to take advantage of economies of scale e.g., the air photography project where significant cost savings have been realized.
**Requirements**:
Knowledge and Experience:
- Degree in Geographical Information Systems, Urban Planning, Geography, Engineering, Information Systems Management or Computer Science
- Over 5 years current related experience
Skills and Abilities:
- Technical knowledge of the regional database management system software oracle and or/Access and how they relate to GIS
