Primary Duties
1. The incumbent acts as a steward of environmental protection in the community on behalf of Utilities Kingston.
2. Ensure the continued effectiveness and improvement of wastewater sampling, testing, monitoring, and reporting programs as required by municipal, provincial and federal regulatory agencies.
3. Provide advice and direction to Operators regarding operation and maintenance of the systems to maintain effluent quality and support them as needed.
4. Respond to and investigate customer complaints and provide information and advice to customers.
5. Communicate with the owner, regulatory agencies, industrial customers, and the public regarding compliance/environmental protection matters.
6. Be the first point of contact with the MECP regarding regulatory issues.
7. Assist in the development and implementation of a Wastewater Quality Management System, and additional innovative programs which aid or promote environmental protection.
8. Review new and amended legislation and regulations and identify and assist in the development and implementation of changes to work and/or system processes and procedures required to maintain compliance.
9. Review and provide comment on proposed changes to system and work processes and procedures.
10. Be prepared to operate our wastewater treatment facilities as required. Assistance with on call coverage may be required during periods of staff shortage.
11. Function as Overall Responsible Operator (ORO) for Wastewater Treatment subsystem as scheduled.
Education, Certification and Other Qualifications Required
- Diploma from a Community College in an environmental or civil engineering field or another field of study related to the duties of the position.
- Knowledge of provincial and federal wastewater regulations, as well as Kingston’s sewer use by-law.
- Ability to work independently and manage and complete projects as well as research and analyze trends / issues to develop strategies. Skills in presentation, facilitation and community engagement would be an asset. Ability to assimilate and utilize new computer software. Excellent communication skills, both verbal and written. - Strong organizational skills.
Special Working Conditions/Conditions of Employment
- Valid Class “G” Driver’s licence.
