**Position Highlights**

Reporting directly to the VP, Customer Experience and Public Affairs (CEPA), the Director, Government & External Affairs will lead ICBC’s Government & External Affairs department and oversee the development and delivery of ICBC’s external affairs services. The Director will be a trusted business partner that will manage ICBC’s relationship with key government officials and lead the process for government decision making. They are accountable for ensuring effective delivery of strategic stakeholder and community relations programs as well as oversight of the Fair Practices Office, supporting escalated customer complaints and liaising with external agencies and bodies.

In this role you’ll be responsible for:

- Setting the strategic direction for ICBC’s Government & External Affairs department.
- Providing strategic advice and support to the Vice President, the President & CEO and all of the ELT regarding government and external affairs.
- Driving collaboration across senior leaders and external stakeholders to support direction and alignment.
- Maintaining a view of organizational risk related to government programs, stakeholder and community relations, and escalated customer disputes, ensuring proactive mitigations are in place.
- Overseeing ICBC’s government relations function that includes senior leaders and teams.
- Overseeing processes that support any required legislative, regulatory or policy change.
- Overseeing the corporate stakeholder function which ensures that a corporate stakeholder strategy in place to drive purpose and values in all of ICBC’s stakeholder interactions; providing best practice expertise and advice on effective stakeholder practices to the business.
- Overseeing the community relations function, ensuring that a community relations strategy and program is in place and aligns with ICBC’s purpose and corporate strategy.
- Overseeing the Fair Practices Office, which provides advisory services to the business on development of fair customer policies and processes, investigates complaints from customers of unfairness, and liaises with various third parties and oversight bodies who may also receive customer complaints about ICBC including MLAs, the Ombudsperson, and Fairness Officer.
- Ensuring an integrated approach across all department functions and that they are aligned with ICBC’s purpose, strategy values and with consistent messaging on the broad ICBC story, files, and issues.
- Driving a customer focused culture to deliver on ICBC’s customer experience commitment.
- Providing leadership and guidance to senior and operational leaders to understand external landscape and align with government mandates, and societal and community expectations.

**Position Requirements**

To be successful in this role, you will bring the following skills and experience:

- Undergraduate degree or higher in public administration, public policy, law, or associated social sciences.
- 15 years’ experience at a senior level, leading teams in a government relations, external relations and/or policy development environment, with additional accountabilities in broader public affairs functions including stakeholder, and community relations preferred,
- Proven ability in leading government relations and policy development processes.
- An exceptional understanding of the broader external landscape, including Indigenous matters, government, policy, stakeholder and community dynamics.
- An ability to develop and direct strategies and programs within the landscape, aligning programs and outcomes with corporate purpose and strategy.
- Excellent conflict management, critical thinking skills and judgment to present key messages, influence internal and external audiences, and to advise senior leaders including the President & Chief Executive Officer (CEO) and the Board.
- An ability to translate complex information into a concise message with recommendations to facilitate understanding and decision-making at the most senior levels.
- Proven ability to build and maintain trusting relationships with senior leaders, Indigenous leaders, government officials, stakeholders and the community.
- Skilled people leader who can develop and engage a highly effective team of public affairs professionals.
