The Municipality is implementing its climate strategy (HalifACT) that was adopted in 2020 and incorporates climate mitigation and adaptation targets and actions by our organization, stakeholders and the wider community. We are at a critical junction in climate change action, and are seeking a passionate, knowledgeable and experienced individual to join our team.
Under the direction of the Manager of Climate Adaptation, the Climate Change Adaptation Specialist works on the Climate Adaptation team on projects focusing on community resilience, critical infrastructure, resilient retrofits, green infrastructure, and risk assessments. This position will also work with other municipal divisions (e.g., Planning & Development, Emergency Management, Community Safety, Parks and Recreation, and Facility, Design & Construction) as well as municipal community partners.
**DUTIES AND RESPONSIBILITIES**:
- Assists with all aspects of the implementation of HalifACT - Acting on Climate Together, Halifax's climate action plan with a focus on adaptation efforts.
- Develops and implements climate change projects and programs.
- Provides strategic direction toward ensuring that environmental services are aligned with Council Priority Outcome Areas, Administrative Priorities, and the Planning & Development budget and business plan.
- Initiates, implements, coordinates and administers environmental performance and related measurements and data for corporate environmental and sustainability reporting and related efforts.
- Liaises with other business units and external agencies, developers, consultants, groups and departments in the compiling, conversion and analysis of environmental data from a variety of sources and formats.
- Identifies and advances opportunities to improve understanding and awareness of environmental issues with other HRM business units, Council and members of the public.
- Facilitates teams and stakeholder groups to build relationships and achieve positive outcomes.
- Represents the division in various public forums.
- Collects, prepares, writes and organizes public education and awareness information with respect to environmental issues and performance measurement.
- Liaises and communicates with environment-related stakeholders and groups, HRM Boards, Committees, Community Councils and Regional Council.
- Assists in the preparation of Regional Council Reports and other public documents.
- Coordinates and administers the activities of consultants and contractors.
- Coordinates with technical support staff.
- Assists with the preparation of proposals, tender documents, reports and price agreements for environmental services.
**QUALIFICATIONS**:
**Education & Experience**:
- Post-secondary degree in environmental science, environmental engineering or a related degree.
- A minimum of 4 years’ experience in directly related environmental work required for the position.
- Experience in climate change adaptation and resilience, such as climate hazard mapping, coastal management, risk and vulnerability assessments, green and blue infrastructure, resilient buildings, critical infrastructure and emergency management. This can include areas such as research, policy analysis and development, projects, programs, outreach and education, and consultation.
**Technical / Job Specific Knowledge and Abilities**:
- Knowledge of environmental sustainability and environmental performance measuring.
- Knowledge of provincial and federal environmental regulations and acts.
- Knowledge of municipal acts, by-laws, policies, and procedures.
- Knowledge of climate change adaptation and resilience, issues, policies and approaches.
- Understanding of current and predicted future climate change risks at the local, provincial, national and international scales.
- Awareness of current climate change adaptation efforts in HRM, Nova Scotia, nationally and internationally.
- Possesses excellent communication and engagement skills.
- Experience working with climate data considered an asset, including GIS experience.
- Financial and policy analysis skills are considered an asset.
- Experience in collective impact considered an asset.
- Proficient with computers with strong working knowledge of word processing, spreadsheets, databases and environmental performance measuring and reporting.
