Position Overview
Responsible for providing expert research, analysis and data interpretation to support decision making in Children Services Department. Participates in the planning, development, implementation, and evaluation of programs.

**Duties**:
- Develops and maintains program and data systems to monitor local children's needs and solutions, supports and informs Manager, Children's Services
- Develops, collects inputs and analyzes Early Years program data, and ensures retention of key historical data
- Provides program analysis, interpretation and recommendations to the Manager, Children's Services for development of strategies regarding early learning and care
- Provides statistical and analytical support, through ongoing review and monitoring of local statistics, monitors existing community resources and initiatives and reviews external reports
- Gathers, analyzes, summarizes and reports on financial and service data information for internal and external purposes
- Monitors, reviews data and prepares written reports with evaluation and recommendations to the Manager, Children's Services
- Maintains a collection of Early Years research and evaluation material, available for community use
- Liaises with supervisors, managers, staff, community agencies, and key stakeholders to determine needs, and develop implementation and evaluation plans
- Works with the school boards to implement and analyze the Early Development Instrument and the Parent Survey
- Works with the Manager, Children's Services to ensure timely and accurate data submission to the Ministry
- Conducts primary and secondary research relevant to Departmental needs, analyses data and presents findings in written reports
- Represents the Department on various community/internal/departmental committees, task forces, advisory committees or other venues as required
- Provides support to community service providers as it relates to their completion of an understanding of reporting requirements
- Assists the Financial Coordinator with the year-end process; prepare journal entries required to close all departmental ledgers (i.e. accruals, adjustments, etc.)
- Prepares statistical spreadsheets such as monthly caseload; cost per case; quarterly demographics; pay equity surveys. Prepares related graphs and reports for council, committee and ministry use
- Works closely with child care caseworkers coordinating data from computer systems for municipal and provincial reports
**General**:
- Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
- Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

**Qualifications**:
Minimum Formal Education
- Minimum 3 year college diploma in business administration, or computer science. Completion of courses and/or experience in social statistics
- Excellent computer skills and extensive experience operating database software, Excel, and report writing software such as Crystal Reports. Knowledge of GIS mapping. Some experience with computerized accounting system would be an asset
- Excellent communication, presentation, data analysis, problem solving and skills. Excellent time management skills required to manage the demands of multiple, overlapping time frames and deadlines. Ability to work independently as well as in a team environment
Experience
- Two years of experience with demonstrated experience in data collection, data analysis, research and evaluation
