**SUMMARY OF DUTIES**

Reporting to the Manager of Licensing and By-Law Services, Municipal Law Enforcement, this position assumes accountability and responsibility for co-ordinating/training and providing direction to all students (summer & Co-op) on investigations and enforcement of municipal by-laws. Responsible for overseeing student reports, attendance, special projects, and assignments in order to support Licensing and By-law Services initiatives and enforcement activities. The Coordinator/Trainor will supervise the training of all student Municipal Law Enforcement Officers (MLEOs) and Licensing Compliance Officers within Licensing and By-law Services, including new recruits, existing MLEOs, return students, high school placements.

**GENERAL DUTIES**

Co-ordinates and directs Licensing and By-law Services Students by training, assigning, prioritizing and scheduling daily enforcement activities pertaining to municipal by-law complaints received/proactive to ensure that enforcement services are provided efficiently and effectively.

Co-ordinates, directs and supervises the training of all new and existing Municipal Law Enforcement Officers (MLEOs) within the Licensing and By-law Services Division on but not limited to, Policy and Procedures, Directives, New and Consolidated By-laws, and continuous improvements with the Division.

The Coordinator/Trainor will attend site visits with staff, issue Orders/Notices and take necessary enforcement action including the issuance of Summonses, Provincial Offence Notices, Administrative Penalty Notices and sending to contractor to remedy the property to be in accordance with the By-law(s). Schedule in-house training with visuals, written and verbal communication to ensure staff are educated and up to date with ongoing changes to procedures and operations. Develop staff to their full potential as noted in yearly Performance Plans.

Provides input on the development and evolutions of performance standards ensuring identified outcomes are met.

Set up and complete training for procedures or new initiatives as required.

Develop performance measures, monitoring and benchmarks for students overseen.

Investigates complaints and provides clear and concise information to property owners, operators, contractors and municipal officials for the purpose of establishing priorities, identifying objectives, and/or providing policy advice.

Investigates alleged violations and enforce municipal by-laws, including but not limited to, Yard Maintenance, Parks, Licensing, and Property Standards By-laws pursuant to the Provincial Offences Act.

Ensures appropriate departmental response and/or follow-up and takes/refers action. Communicates action and/or the status of the complaint/investigation to inquiring residents/complainants, stakeholders or other affected parties as appropriate.

Provides written and verbal reports of inspection findings, actions and recommendations to Management.

Composes correspondence and reports. Collects data for the purpose of information reports as required. Updating Policy and Procedures and providing support to the Management Team. Ensures that proper records and reports are maintained in respect of all complaints, investigations and subsequent related actions.

Receive, record, investigate and respond to complaints respecting staff and implement corrective measures as may be necessary.
