**Main Purpose and Function**
The Project Coordinator (DDC Controls and Building Automation) assists with the development and delivery of the operations and maintenance, repairs, and capital maintenance programs and projects related to DDC controls and building automation systems to a large and diverse inventory of civic buildings. The position performs technical and administrative tasks required to operate, maintain, monitor, configure, expand and extend Building Automation Systems (BAS), Direct Digital Control (DDC) and Energy Management Systems (EMS) which control the heating, ventilation and air conditioning (HVAC) and lighting systems at various City facilities. This includes active troubleshooting of control system performance, procuring and managing specialist contractors for the repair, renewal, expansion of control systems as well as maintaining and accurate asset registry and asset renewal plan.
Additionally, the position is responsible for providing expert-level Building Automation System technical knowledge to projects and system/business owners who are designing new Building Automation Systems and configuring existing systems to increase energy and operational efficiency. This includes the creation of City-wide control system architecture designs and planning that is required to meet system capacity, operational and failure recovery needs, and reviewing, developing and optimizing standard operating sequencing for equipment to meet operational needs and performance requirements.
**Specific Duties and Responsibilities**
Project Management
- Assists with the development of the Capital Maintenance Program by conducting detailed building condition audits and validating projects related to DDC controls and building automation systems.
- Liaises and engages with project stakeholders to define the project, develop a project schedule and budget, coordinate design reviews and inputs and provide regular updates throughout the project lifecycle (design, construction, commissioning and handover).
- Prepares Request for Proposals and Invitation to Tenders that includes the project scope, schedule and performance requirements in order to meet project objectives and requirements.
- Oversees consultants’ and contractors’ performance and deliverables, payments, project change negotiations (budget, schedule, quality), and includes periodic audits of designs and construction to ensure compliance with contract requirements
- Maintains formal project/contract records throughout the project lifecycle in compliance with Corporate records management policies
- Writes detailed reports on assignments as required.
- Ensures for the provision of adequate supervision on the project.
- Performs related work and other duties as assigned.
Program Technical Operations
- Provides technical oversight and participates in the implementation of the operations and maintenance program for the DDC and building automation control systems
- Identifies and implements program changes to yield improved energy and operational performance as part of both BC Hydro Continuing Optimization Program projects as well as internal optimization projects
- Provides support and guidance to maintenance operations staff to address any system issues
- Investigates and resolves complex DDC technical issues
- Assists in the commissioning of new systems
- Advises system owners on approach to implement appropriate technological, energy efficiency, and operational configurations
- Monitors and analyzes system performance from an enterprise system level, and system configuration backup tests
- Installs, configures, and applies system management and productivity tools to manage system performance
- Administers enterprise Advanced Operator Workstation (B-AWS) server software to ensure it is up to date and configured for efficient operation
- Plans develops and coordinates technical training workshops to educate building operations staff on DDC systems operation, common system issues, troubleshooting techniques, system policies and procedures
Research, Analysis and Strategy
- Creates control standards and trains staff to achieve current City of Vancouver design target
