**Supervisor of Lands Administration**

**General Accountabilities**

The Supervisor of Lands Administration reports to the Manager of Conservation Lands and is responsible for coordinating, supervising and implementing of projects within the department that are geared towards increasing revenue and operational efficiencies. Duties include assisting with the implementation and administration of programs, including negotiating new and existing leases, licenses and agreements; assisting the Manager of Conservation Lands with the acquisition/disposition of properties; providing necessary technical support or information as required by staff and general public with regards to GRCA lands; and conducting meetings and performing field inspections related to projects and inquiries. This position will interact with various departments throughout the GRCA and will liaise with municipal, provincial and other watershed stakeholders regarding land holding inquiries and to ensure effective implementation of department projects.

**Specific Accountabilities**

1. Assist with the development, negotiation, implementation and administration of leases and agreements with residential, land lease, and commercial tenants.

2. Assist with the development, implementation and administration of departmental project plans, market-based assessments and appraisals to support acquisition/dispositions.

4. Research, compile, organize, write and coordinates project tenders, request for proposals, and other purchasing contractual arrangements.

5. Supervise assigned staff and provide direction and leadership. Follow established procedures to hire, train, mentor/coach, and manage performance.

6. Ensure employees comply with all applicable policies, procedures and legislation including health and safety and hazard mitigation measures.

7. Provide necessary technical support or information as required by staff and the general public in regard to GRCA lands.

8. Provide technical and both quantitative and qualitative analysis, coordination and implementation of various projects related to operational efficiency, cost analysis and business development including the preparation of reports and recommendations clearly outlining background, context, affected parties and potential impacts to the conservation authority for consideration of the Manager of Conservation Lands, Director of Land Management, management committee and GRCA board

9. Assist the Manager of Conservation Lands in preparing and presenting reports to the General Membership with respect to land holdings programs and operations.

10. Conduct meetings and perform field inspections related to projects and inquiries

11. Interact with other departments including finance, IT, Conservation Areas Operations, Resource Planning, Central Services and Forestry, etc. to ensure the effective implementation of Conservation Lands projects.

12. Develop and maintain good working relations with external agencies, key stakeholders, including provincial staff, municipal staff, contractors, tenants, partner organizations, prospective land donors and MPAC to ensure the effective implementation of department projects and on matters relating to acquisitions, dispositions, licenses, agreements and land uses.

14. Supervise and provide support for the Property Administrator role.

**Technical Accountabilities**

1. University degree in general business or a related program of study.

2. Minimum of three years of related work experience.

3. Knowledge of the Conservation Authorities Act, Planning Act, Building Code, Residential Tenancies Act, Assessment Act, Commercial Tenancies Act, Occupiers Liability Act, Drainage Act, Construction Lien Act, Fire Protection and Prevention Act and other legislation related to property matters, including various local property standards by laws.

4. Strong analytical, research and problem solving skills.

5. Excellent communication (written and verbal) skills for writing reports, correspondence, work plans and conducting presentations.

6. Strong interpersonal and leadership skills, with the ability to demonstrate tact and diplomacy in dealing with tenant concerns and members of the public, and liasing and negotiating with many different clients and groups

7. Highly organized and self motivate, with the ability to work in a fast paced environment with mínimal supervision to prepare and administer projects, work plans and reports.

9. Ensure employees comply with all applicable policies, procedures and legislation including health and safety and hazard mitigation measures.

10. Related job experience with Microsoft Office Suite, ArcGIS software, Access Database Management software and Adobe Acrobat software.
