**Position Summary**:
Reporting directly to the Chief Administrative Officer (CAO), the Finance Manager is responsible for the general operation of the Finance Department and overseeing the finance systems/processes and assets, supporting the budgeting process, providing support to the CAO and managing the performance of direct reports. This position provides financial leadership and advice to Administration and to Council.
**Key Responsibilities**:
Ø Develop and maintain effective financial systems, records and accounting functions to comply with generally accepted accounting principles (PSAB) for Municipal government;
Ø Manage and provide direction with respect to the Municipal accounting / general ledger software;
Ø Research and prepare annual and long-term capital and operating budgets;
Ø Reconcile asset, liability, capital, income and expense accounts and provide monthly financial reports;
Ø Manage investments and reserves;
Ø Oversee asset, liability and capital accounts and insurance needs;
Ø Assist and oversee Asset Management Program;
Ø Direct and monitor work performance of direct reports;
Ø Assist CAO in preparing and presenting annual budgets to Council in accordance with Provincial legislation and Municipal policies ensuring accurate operating and capital estimates;
Ø Prepare documents for federal and provincial grants;
Ø Assist in the development of bylaws, policies and procedures;
Ø All other duties as assigned.
**Minimum Job Requirements**
Ø CPA designation or equivalent combination of education and experience;
Ø Certificate in Municipal Administration (CMMA) would be considered an asset;
Ø Familiar with PSAB & GAAP requirements;
Ø Five (5) years’ experience in an office environment/government;
Ø Great Plains and Microsoft Dynamics GP software experience;
Ø Experience in government, with work in Municipal government considered an asset.
Ø Working knowledge of Microsoft Suite products, Adobe Acrobat, data base and web-based programs;
Ø Class 5 Driver’s License.
**Knowledge Skills and abilities**:
Ø Working knowledge of Municipal Act;
Ø Working knowledge and experience with Municipal accounting and finance procedures;
Ø Strong interpersonal skills to effectively and respectfully manage concerns related to the public, employees, vendors, etc.;
Ø Strong writing skills with the ability to research and formulate concise accurate reports and other documents;
Ø Ability to establish priorities, work with a high degree of independence and proceed with objectives with mínimal direction;
Ø Ability to coordinate, problem solve and consistently meet deadlines.
**Job Types**: Full-time, Permanent
