Policy Analyst

**Key Responsibilities**
**Under the direction of the Manager i/c Strategic Services facilitates the development of policies, procedures and directives through research, internal and external stakeholders and expert consultation.**
(1) Evaluates existing policies and procedures.
(2) Leads consultations to ensure policy and program effectiveness and accuracy.
(3) Identifies and monitors legislation, new initiatives, trends, and emerging issues for the implications on policing and community safety which impact Regina Police Service policy and procedure.
(4) Conducts comprehensive policy reviews to ensure policies and procedures maintain their currency and accuracy and are updated or developed on time.
(5) Collects, analyzes, evaluates and interprets both qualitative and quantitative research to develop recommendations for improvement to existing policies, procedures, concepts and objectives for new policies and procedures.
(6) Reads and applies legislation, Saskatchewan Police Commission policy, collective agreement requirements, procedures, and guidelines to new and existing policies ensuring policy and procedures are legally sound and consistent with best practices and accreditation standards.
(7) Provides leadership in developing, maintaining and evaluating a broad range of policy proposals from the initiation phase through to dissemination of the new policy change.
(8) Provides strategic policy and program analysis, identifying areas requiring research. Initiates and leads major policy-related research projects to ensure alignment with Regina Police Service’s goals, objectives, and the strategic plan.
(9) Writes reports, formulates recommendations and presents results; delivers recommendations both orally and in writing to the Executive regarding policy changes.
(11) Logs and tracks all policy projects.
(12) Supports Executive initiatives and assists other Sections across the Service.
(13) Responds to and liaises with external law enforcement agency regarding requests for policy and/or procedure.
(14) Develops new business forms; examines, evaluates and amends existing business forms.
(15) Develops training material, infographics, and flowcharts to assist with changes to policy and employee understanding of these changes.
(16) Develops operational checklists, procedural documents, and template forms.
(17) Gives presentations on policies and the policy manual.
(18) Creates and provides reports both internally and to external agencies.
**Competencies**
(1) University Degree in Business, Public Administration, Social Sciences or a related discipline combined with progressive experience in policy analysis and research or an equivalent combination of education and experience (3 years preferred).
(2) Knowledge of municipal policing and organizational priorities is an asset.
(3) Knowledge of best practices, public policy research, analysis and development, project management, and pertinent research and analytical methodology.
(6) Excellent communication skills, both oral and written, to produce concise recommendations with clear and comprehensive explanations.
(7) Applies logic and sound judgment to prioritize a large workload.
(8) Excellent organizational skills to meet deadlines in a dynamic environment with changing priorities and responsibilities.
(9) Ability to create and maintain complex paper and electronic record/filing systems.
(10) Performs duties with a high degree of accuracy, timeliness and efficiency.
(11) Exercises independent judgment, organizes and prioritizes assignments, and strictly adheres to established regulations, procedures and deadlines.
(12) Maintains high levels of professionalism and confidentiality.
(13) Ability to work independently and as part of a team.
(14) Ability to create and foster relationships with internal and external stakeholders.

**Salary**: $63,449.00-$79,292.00 per year
