This position is responsible for the oversight of caseload/workload distribution of the Licensing Child Care Coordinators (CCC’s) ensuring responsive service delivery in line with government priorities. The L&C Supervisor maintains ongoing consultation with community organizations on matters including but not limited to the strategic expansion and delivery of services to meet ongoing community needs in alignment with Child Care Regulation M.R. 62/86 and the Community Child Care Standards Act.
The Provincial Operations Branch within the Early Learning and Child Care Division (ELCC) of Manitoba Education & Early Childhood Learning (MEECL) is looking to fill the position of Licensing & Compliance (L&C) Supervisor. The L&C Supervisor has extensive knowledge in early learning and child care, including in early childhood development theory, pedagogy, diversity and inclusive practice, with advanced experience of ELCC legislation, policy, best practices and procedures, as well as working knowledge of other applicable statutes that concern the safety and well-being of young children in the delivery of ELCC services. The L&C Supervisor is charged with monitoring, tracking and making improvements to the quality, availability and delivery of ELCC services and, as such, contributes to the establishment of the provincial framework to carry out program expectations and to mitigate risk with respect to the delivery of ELCC program services within a region or a significant portion of a region.

Qualifications:
Essentials:
- Post-secondary education in a social sciences related field, with certification at the Early Childhood Educator III level; other combinations of education and experience may be considered.
- Significant supervisory experience, including demonstrated effective leadership and management of staff, programs and service delivery with ability to manage and develop diverse teams and lead organizational change.
- Demonstrated experience in effectively interpreting, evaluating, and implementing Early Learning and Child Care legislation, regulations, policies and/or procedures.
- Strong verbal communication skills with the ability to effectively brief senior leadership.
- Strong written communication skills with experience writing a variety of correspondence.
- High level of critical thinking, problem identification, analysis and resolution skills
- Experience in the field of early learning and child care that may include childhood development, quality resource development, inclusion support program, licensing and compliance and critical incident reviews.
- Highly developed interpersonal skills with the ability to build and maintain strong working relationships with a range of diverse stakeholders.
- Experience in financial management including managing budgets for operational and program resources as well as tracking for provincial and federal reporting requirements.
