At this time, the **Halifax Port Authority (“HPA”)** requires a

**Director, Infrastructure and Maintenance**

The **Director, Infrastructure & Maintenance**, is responsible for leading all capital and maintenance projects at the Port; they oversee facility management and ensure the effective operation of the Port’s physical infrastructure. This includes supervising staff, contractors, managing technical systems, and implementing strategic maintenance initiatives.

This role combines strategic leadership with technical oversight to ensure safe, efficient, and continuous operations. The Director acts as a key liaison between the organization, clients, contractors, and other stakeholders, ensuring clarity and compliance with business and legal requirements.

In addition to managing project execution, the Director supports cost control efforts and safeguards HPA’s interests throughout each project. The incumbent will also drive innovation to enhance productivity and support the organization’s growth.

This position reports directly to the Vice President of Infrastructure and Planning. Reporting to the Director, Infrastructure & Maintenance are the Manager, Trades & General Labour, Manager, Maintenance Projects, Facilities Coordinator, Project Administrator, Maintenance Services Coordinator, and Senior Project Engineer.

**Accountabilities**
- Lead and manage the efficient operations of the infrastructure and maintenance department and provide support to the team and HPA staff.
- Oversee and be accountable for expenditures on capital projects and lead the preparation of budgets.
- Ensure ongoing maintenance and successful operation of HPA physical assets, including but not limited to marine, electrical, building, equipment, utilities, and terminal infrastructure.
- Ensure timely progress of all inspections, priority maintenance tasks, deficiency repairs and work by service providers such as HVAC, Fire Alarm, Sprinkler, Elevator, potable water, shore power equipment, and backflow testing.
- Provide direction as required to consultants during the construction component of projects.
- Attend meetings with stakeholders, consultants and contractors in the development and monitoring of project schedules, provide feedback, and monitors compliance with contract terms.
- Manage projects, responds to inquiries from contractors, schedules and manages the work of successful bidders ensuring the quality of materials, overall work, schedule, budget, processes invoices and progress payments, and ensures that all safety and environmental standards are met in accordance with the specifications of the contract and legislation.
- Support preparation of cost estimates and provides practical input for projects which are designated for in-house design - assesses both consultants and contractors proposed changes to optimize the value received for money expended.
- Prepares appropriate contract addenda for the approval of the Vice President, Infrastructure & Planning.
- Strives to minimize/eliminate maintenance and construction impacts on tenants, stakeholders, and the public.
- Provide strategic oversight of contracts, including managing contractual disputes, scheduling, project management, cost estimates, and maintain detailed documentation to support the work.
- Sets clear goals and expectations for the team, and provides ongoing leadership, coaching and development, including conducting performance reviews on a regular basis.
