A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals and diagnostics. Additional programs that also support patient care and information, include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.
The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.
**Manager, Budget & Finance**:
Reporting to the Director, Finance & Administration this position provides strategic oversight on management for budgets, forecasts, and daily financial operations. The position will be involved in strategic financial planning and will be an active leader in enhancing eHealth’s financial controls. An important aspect of this role involves collaborating with the Manager, Accounting Service to oversee the year-end close process within the unit and ensuring all balance sheet accounts are reconciled, accrual calculations are created, and all required journal entries are complete and accurate. As this position plays a key role in safeguarding eHealth assets and ensuring accurate and timely record keeping, eHealth is looking for a developed professional that acts with integrity and strives for excellence in their everyday environment.
**Key Responsibilities include**:
**Day to Day operations for Financial Management**:
- Providing leadership to the day to day operations of the Accounts payable and Accounts Receivable team, ensuring the provisions of quality service that meet the needs of eHealth while building relationships with vendors and customers.
- Ensuring accounting systems and procedures are consistent with eHealth policies and sound accounting practices
- Ensuring accuracy and timeliness of the accounting functions and maintenance of the general ledger and transactions
**Budgeting and Forecasting**:
- Providing analysis for budget development, reviewing all requests for accuracy. Leading the creation of budget briefings and requests for new dollars with business areas. Providing support to the business areas on the development of their budget and accountability items.
- Leading the development of standards and assessments of financial information of eHealth to understand current financial performance, and the development of briefing materials and recommendations for senior management for decision making
**Revenue & Costing**:
- Providing guidance and leading the development and continuous improvement of eHealth’s costing models.
- Working with multiple departments and divisions to understand requirements and contracts associated with the use of the financial model
**Fiscal Year End and Audit**:
- Overseeing the year end close process with the unit, ensuring all accounts are reconciled, proper accruals are created and all journal entries are complete and accurate
- Create year-end financial statements, including all notes and schedules
- Support the coordination and facilitation of year end audits, preparing documentation and drafting responses to the Provincial Auditor.
