Reporting to the Superintendent, Bus Maintenance, the Fleet Controller is responsible for the execution of the effective and efficient operation of the Fleet Maintenance department, through the delivery of high quality and timely customer service to the public. The Fleet Controller proactively manages the administration activities associated with SAP/PM and SAP/FM service requests and work orders which includes: workload balancing/scheduling for internal work crews and contractors, communicating service status with operations and producing the daily work plan.

**DUTIES AND RESPONSIBILITIES**
- Responsible for the development and administration of maintenance, repair and warranty plans related to the delivery of Halifax Transit’s Service
- Directs support staff and assists supervisors in setting work schedule priorities to ensure maintenance and repairs are completed in a timely fashion
- Promotes and ensures that safety standards are adhered
- Interprets and applies the collective agreement
- This position is responsible for addressing grievances; may be called upon to participate in the arbitration process
- Interacts sensitively and respectfully with diverse individuals and groups
- Completes daily labour forms, employee time sheets, and ensures information is complete and accurate
- Facilitate on-going training; develop and maintain training materials for direct reports
- Manages and controls the prioritization and assignment of maintenance work between four shifts and four shops (body, preventative maintenance, rebuild and technical) to ensure that service levels and commitments are met
- Assembles and distributes scheduled work to Supervisors, assisting in setting priorities when conflicts arise and maintains excellent cooperation and communications between shifts
- Reports to the Superintendent on completion of scheduled work, by shift and shop and provides recommendations for improvement
- Collects and analyses information and presents findings on complex issues, carrying out or coordinating research as required and preparing reports.
- Produces and updates scheduling policies and procedures
- Ensures required time for staff training is accommodated within the work schedule
- Generates reports on historical and statistical performance data, including backlog reports and work completion reports.
- Collects and maintains work document files and data for the Superintendent to track and evaluate responsiveness and efficiency of Fleet Maintenance Teams
- Prepares reports on operations performance used for annual budget and business plans
- Monitors and reports on completion of warranty work.
- Ensures the system is correctly setup to track and monitor warranty work
- Works with the Fleet Services Supervisors to develop planned maintenance activities.
- Sets up planned maintenance activities in the SAP PM/FM system, ensures integrity of logic to schedules is maintained and appropriate management decision support reports are designed and developed.
- Implements processes for co-ordinate scheduling of work with other affected Business Units: Transit Operation; Stores; TPW-Facilities
- Prepares work orders for management, tradesmen and co-workers
- Subject matter expert in the daily processing of work and administration of maintenance management system
- Accountable for supervision of the maintenance clerk
- Implements and achieves the short and long term goals as outlined in departmental business plan
- Facilitates the development, implementation and re-engineering of processes and procedures
- Responsible for business change management associated with implementation of new technology or legislation which impacts service delivery

**QUALIFICATIONS**
**Education and Experience**:

- Diploma or Certificate in Business Administration
- Minimum of (3) years’ experience in a Fleet/Heavy Equipment shop, involving the facilitation of preventative maintenance/repair programs
- Minimum (1) year Supervisory experience would be an asset.
- Minimum (3) years’ experience in database management and reporting, ideally in a computerized maintenance management system, along with (3) years’ experience in front-line fleet service operation in a computerized office environment.
- Certified Licensed Bus and Transport Mechanic (310T) or automotive mechanic (310S), would be considered an asset
- General knowledge and formal training in inventory preferred

**Technical/Job Specific Knowledge and Abilities**:

- Proficiency in MS Office; SAP PM, SAP FM and SAP financial modules or equivalent system
- Knowledge and understanding of Human Resource issues and employee management.
- Ability to make decisions relative to urgency, importance and public scrutiny
- Demonstrated organizational, supervisory, and administrative abilities
- Ability to prioritize and co-ordinate a multitude of tasks
- Must have a full understanding of Preventative Maintenance processes
