**Position Overview**:
The City of Prince Albert has an opening for the Permanent Capital Projects Manager.
In this position, one needs to formulate, evaluate and administer internal and external capital project construction contracts within the Public Works Department. Provide in house technical expertise in the field of municipal engineering involving underground utility, surface works and earth moving.

**Principle Duties & Responsibilities**:

- Lead the implementation of approved engineering capital projects.
- Manage project staff including internal and external resources on capital projects.
- Monitor and report on progress of Capital Projects as required, ensuring delivery of project budgets and schedules.
- Prepare and/or authorize a variety of reports, estimates, invoices, proposals, briefings, drawings and other administrative items that address the day-to-day operation of the projects.
- Supervise and manage consultants who have been awarded various engineering or construction projects, with emphasis on job completion within budget restraints.
- Respond to inquiries from the developers, the public, media or City Council related to capital projects and/or other items of relevance to the Public Works department.
- Consult and liaise with the public, developers and contractors (City and private), and provincial agencies concerning design, construction, servicing and/or development matters.
- Provide technical support and expertise regarding utility and surface work design and analysis.
- Prepare cost/quantity estimates for the Capital Budget items of Land Fund, Utility Fund, Pavement Contract and Concrete Contract and City initiated Public Works Capital Projects.
- Design, approval of design, construction drawing creation and customization of contract specifications and contract preparation (asphalt, concrete, minor capital etc.)
- Administrate prepared contracts, including execution of the documents, preparing progress payments, site visits/inspections, resolution of disputes with contractors, releasing holdbacks and issuing completion certificates.
- Managerial responsibilities include interviewing hiring and training, employees and employee performance and discipline of subordinates
- Other duties as assigned

Key Knowledge, Technical Skills and Abilities:

- Working knowledge of water distribution and wastewater collection systems.
- Working knowledge of roadway construction.
- Strong report writing skills.
- Knowledge of current OH&S standards and regulations
- Up to date on latest technical developments, software and equipment upgrades, including drafting, surveying, word processing, spread sheet and presentation software.

**Required Qualifications**:

- Bachelor of Science degree in Civil Engineering or an equivalent combination of education and experience.
- Eligibility for membership or certification with associated engineering classification.
- 5 years progressively responsible experience in a municipal environment.
