**Description**
**Accountabilities**
Work closely with the **Communications and Public Engagement Lead** and the Project Company to fulfil all of the requirements set forth in the Project Agreement, such as:
- Manage the communication and community engagement requirements pertaining to the Project Company’s scope of work under the Project Agreement during the construction period;
- Develops and implements detailed communications and engagement plans based on the requirements of the project and community;
- Plans, designs and delivers public, rights holder and stakeholder events (such as meetings, workshops, open houses, pop ups, focus groups, trade shows etc.) to encourage public participation, support project objectives, and create an informed public;
- Works with external community facilitation partners, as required, to write and design audience-appropriate communications materials (e.g., newsletters, flyers, letters, etc.) for distribution to the public to notify residents, stakeholders, and rights holders of upcoming public consultation activities and to support project objectives.
- Ensure the public and Stakeholders are informed and engaged in a timely manner, and appropriate action is taken to address complaints, mitigate impacts to residents and businesses, such as noise, vibration, and impediments to access;
- Effectively communicate impacts and progress of the Works to the public;
- Support and collaborate with other adjacent Project Companies’ communication agendas;
- Proactively consider public and stakeholder impacts in advance of potentially disruptive construction activities and take action to mitigate negative perceptions;
- Participate in the Communications Working Group, Stakeholder Working Group, Construction Liaison Committee meetings, internal and external meetings, public in-person and virtual events
- Manage team members who are executing tactics from the project agreement
Other Responsibilities as Defined in the project agreement.
**Required Skills/ Knowledge / Experience**
- Minimum of five years of communications, marketing or other relevant experience in media relations, customer communications, crisis communications, issues management, community relations and public engagement (transportation, transit, energy, construction, utility or infrastructure sector experience will be considered an asset).
- Expertise and experience in Community Engagement/Community Relations, including leading community meetings in person and online.
- Experience working with diverse communities, as well as Indigenous communities and First Nations, preferably in an engagement role.
- High degree of political acuity with proven capacity to operate in a manner that promotes public confidence within complex social, high pressure and highly visible political environments;
- Must demonstrate a thorough understanding and key relationships with Toronto, Ontario and National media; print, radio, television, and social.
- Understanding of marketing techniques.
- Professional affiliations, certificates, or awards considered assets.
- Ability to work evenings and weekends, as required.

- Strong interpersonal skills, leadership, independence and ability to manage priorities;
- Skilled in interacting with direct and indirect reporting employees and with company managers;
- Skilled in interacting with subcontractors and with customers and customer representatives;
- Excellent communication skills and a strong, self-motivated, work ethic;
- Ability to meet deadlines and work under pressure;
- Excellent organizational and time management skills and the ability to work on multiple demands simultaneously.
**Education / Qualifications**
- A post-secondary degree in communications, public relations, or related field.
