The Health and Safety Manager (HSM) is responsible for the planning and the implementation of the company’s health, safety and environmental (HSE) programs. Leads the Safety team and provides support for Project Delivery teams. Provides safety related direction and support to the field forces. Ensures the Health, Safety and Environmental (HSE) plans meet project specific requirements and comply with federal and provincial government regulations. The HSM will work closely with the Construction Manager (CM) to assess needs and set strategic safety initiatives.

**Responsibilities**:

- Promote a positive safety culture to create buy-in and participation from people at all levels of the organization.
- Be a clear and visible HSE leader who delivers HSE initiatives and programs following Bockstael’s guiding principles of Safety, People, Cost and Clients for Life.
- Maintain and continuously improve COR Health and Safety Program.
- Maintain and develop safety resources including policies and procedures.
- Leads the Bockstael Safety Team including the management of Safety Coordinators.
- Identify and implement industry best practices to initiate or improve upon current HSE management systems to meet the highest industry standards.
- Assess effectiveness of existing programs and participate in the development of new programs to promote continuous improvement.
- Ensure HSE strategies are aligned with performance improvement priorities and company objectives. Particularly strategies that that control operational risk.
- Monitor and respond to HSE performance data (leading and lagging indicators).
- Lead and participate in project incident investigations and reporting. Monitor implementation of corrective actions from incident investigations. Identify and correct the root cause of incidents.
- Ensures that appropriate HSE training programs are in place and tracks employee training.
- Ensures project and sub-contractors safety programs are developed and carried out.
- Assist project teams with project specific safety plans, safe work procedures, emergency response plans, safety analysis, hazard assessments, etc.

**Employment Requirements & Qualifications**:

- 5+ years of experience in the construction industry; or 10+ years’ experience in other industry.
- 2+ years of management or operations experience.
- Post-secondary education, preferably in a health and safety discipline.
- Professional designation is desirable; CSO, NCSO.
- Member of a recognized health and safety professional organization.
- Demonstrates a commitment to fostering an equitable and inclusive work environment.
- Strong computer skills.
- Experience and certification with the COR program and COR audit procedures.
- Strong organizational skills, ability to adapt to multiple demands, take initiative, set priorities and achieve results.
- Strong communication (written and verbal) and listening skills.
- Self-starter who requires mínimal supervision.
- Highly developed time management skills.
- Ability to develop relationships, while enforcing safety programs and regulations with confidentiality, fairness, and integrity.
- Passion for continual improvement of project health and safety performance.
- Ability to lead, empower and motivate on site project teams in all safety related matters.
- Excellent judgement and a concern for the well-being of others.
