Technician 3 - Development Agreements

Under the direct supervision of the Land Development Coordinator, the Development Agreements Technician ensures the timely and accurate review of Developer’s obligations under Developing/Servicing Agreements, maintains/revises the Branch’s development records data base, produces database reports as required and sets the amounts, monitors, initiates and recommends the reduction and release of Developer’s securities in place with the Department.
**As the **_Technician 3 - Development Agreements_**,**_ _**you will**:
- Set the amount, monitor, initiate, and recommend the reduction and release of the Developers securities in place with the Department in conjunction with Development/Servicing Agreements.
- Scrutinize all new and amended securities as to correct values and coordinate the format review by Legal Services.
- Store all security documents and maintain an inventory of the current security deposits for active Servicing/Development Agreements.
- Respond to inquiries from Developers, Consultants and Financial Institutions with respect to the Department’s security requirements, standard specifications and LDB procedures and policies.
- Review executed Development/Servicing Agreements and open new development agreement records as required in the LDB database.
- Initiate and coordinate regular reviews of the Developers’ performance obligations under Development/Servicing Agreements.
- Ensure all LDB procedures are followed in the agreement review process either personally, by other Departments or by Branch members.
- Review agreement files to identify previous outstanding obligations and corresponding departmental involvement.
- On occasion, undertake field inspections to determine compliance with Development/Servicing agreement requirements.
- Coordinate the responses of other Civic Departments and the work of clerical staff to ensure timely responses to security review requests and schedule meetings as necessary to clarify/discuss land development issues.
- Process financial reports for submission to Developers listing all performance obligations and required security.
- Initiate Development/Servicing Agreement default proceedings after appropriate research and evaluation with the Land Development Administrator.
- Respond directly to citizen inquiries as to Developers’ responsibilities pursuant to their obligations embodied in Development/Servicing Agreements.
- Research public/political inquiries/complaints with regard to development compliance, assesses how best to address the complaint through development agreement procedures and recommend courses of action.
- Provide backup and coverage for the other Technician 3 positions within the Branch.
- Perform other related duties consistent with the classification as required.
**Your education and qualifications include**:
- Successful completion of a minimum of nine (9) post-secondary courses towards Certification in Surveying, Civil Engineering Technology, Drafting, OR an equivalent combination of education, training and experience directly related to the duties of the position.
- Minimum five (5) years’ experience related to Development Agreements activities including knowledge of, or experience in the field of municipal maintenance and construction.
- Experience with a personal computer and software: Microsoft Word and Excel, working knowledge of “Map Info” and Amanda.
- Ability to plan, coordinate and evaluate the responses from other sources as required by this position.
- Ability to interpret complex Legal Descriptions of properties.
- Ability to work under and meet deadlines as well as working with a minimum of supervision.
- Ability to establish and maintain effective working relationships with Departmental staff, other Civic employees and the general public.
- Strong verbal communication skills.
- Strong written communication skills.
**Conditions of employment**:
- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.
