**Job Description**:
In accordance with the Vision, Purpose, and Values, and strategic direction of Island Health (Vancouver Island Health Authority), patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Consultant, Planning works as part of a team which supports executive, senior management and the Island Health Board of Directors to establish strategic direction for the organization. The Consultant, Planning has primary responsibility for developing and maintaining planning processes to create and/or update strategic documents required by Island Health or the Ministry of Health including organizational level plans and specific accountability documents and reports. A significant component of the work involves conducting meso-level analyses to link population outcomes to organizational plans and strategies.

In addition to these responsibilities, the Consultant, Planning provides planning leadership, support, analysis, and engagement for specific strategic projects, working closely with portfolios and programs across the organization. These projects are often related to more detailed planning required for strategic priorities or initiatives.

**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education, training and experience equivalent to a Master's Degree in Business Administration, Public Administration, Health Administration, Planning or Social/Health Sciences and five years' experience working within or directly with health system planning and project management.

**Skills And Abilities**:

- Demonstrated ability to understand and synthesize complex information and concepts to create relevant and effective strategic-level plans, and demonstrated ability to develop and write strategic-level planning documents.
- Ability to develop and maintain participatory planning processes. Knowledge of IAP2 is also an asset.
- Detailed knowledge of project management principles and methodologies, and change management practices.
- Proven ability to identify system risks and contribute to risk mitigation planning.
- Broad understanding of current issues, challenges and future directions of health care delivery, health status, and the determinants of health in Canada, British Columbia and Vancouver Island.
- Knowledge of the health care system in British Columbia.
- Ability to find, collect, analyze and interpret data, use complex statistical concepts, and prepare written reports.
- Knowledge and experience with the more advanced features of Microsoft Office. Knowledge and experience with statistical analysis programs is also an asset.
- Ability to build relationships with and consensus among a variety of individuals is a critical attribute. This includes external relationships with communities and with program experts across the country.
- Strong verbal, written and presentation skills.
- Ability to work in a dynamic and challenging environment as a part of a small and high-functioning team.
