**Job Summary**:
Salary Pending Review

Reporting to the Manager, Planning, Evaluation, and Continuous Quality Improvement, the Business Continuity and Emergency Response Specialist strives to have an impact on health and health equity of Niagara residents by providing coordination and support to inform departmental emergency response planning and implementation, pandemic planning, business continuity and policy development and review. The Business Continuity and Emergency Response Specialist is a central resource for the department in facilitating the response to emergency needs for Public Health, including business continuity.

**Education**:

- Post-secondary degree in Business Administration, Emergency Management/Response, Public Administration, Public Health, or other related studies

**Knowledge**:

- Minimum of 5 years’ experience in a Public Health environment working with various community partners
- Minimum 3 years experience in business continuity planning for emergency response preferred
- Minimum 3 years of experience with project management techniques/tools/software
- Knowledge of emergency management practices and policy, knowledge of pandemic planning, and business continuity practices
- Exceptional interpersonal skills and an ability to work collaboratively with a range of community partners
- Possess strong facilitation and presentation skills; and be able to translate knowledge to a wide range of audiences
- Outstanding oral/written communication skills, advanced analytical and problem solving skills

**Responsibilities**:
**_ Coordinates, develops, and evaluates the Public Health department’s emergency response plan, ensuring readiness and response should an emergency be declared (45%)_**:

- Ensures a knowledgeable and skilled Public Health response team of staff from across the department is established
- Ensures the Public Health Emergency Response plan is reviewed and revised on an annual basis
- Establishes and maintains good working relationships with all emergency response agencies (e.g., Niagara Health, Ontario Health Team, Canadian Red Cross, SPCAs, Local Area Municipalities, and other agencies) as required
- Monitors and asses emerging trends, issues, information sharing activities and makes recommendations on modifications/opportunities
- Supports the coordination of emergency management training and delivery of exercises
- Develops emergency/crisis management policies, systems, processes, activities, and guidelines
- Ensures alignment with the Emergency Management Protocol when implementing strategies that prevent, mitigate, prepare for, respond to, and recover from anticipated and unanticipated events/emergencies
- Conducts after action review to identify learnings and provide recommendations for future responses and plans

**_ Leads and coordinates the development and review of a departmental pandemic plan and policy for Public Health (35%)_**:

- Develops and reviews Public Health’s pandemic policy, plan, processes, activities and guidelines to ensure preparedness across divisions
- Coordinates an annual pandemic plan review session with senior leadership and key staff from across the corporation
- Liaises with other departments in the corporation to ensure alignment in pandemic plan processes and leads

**_ Supports business continuity planning for the Public Health department in the event of a crisis
