Reporting to the Director, Utilities Delivery, the Manager, Major Projects will deliver large, complex linear and facilities water, wastewater, or stormwater projects that protect public safety and minimize community disruption. You will lead end-to-end project execution, in design, construction, commissioning, and restoration, ensuring critical work stays safe, compliant, and on schedule. The first major project to be delivered by this team will be the North Calgary Water Servicing project which includes 22 km of feedermain and 10 associated facilities including reservoir, pump station and connection to the water treatment plant. Primary duties include:
- Oversee design, construction, commissioning and restoration for high-risk, high value projects.
- Drive accelerated execution, utilizing innovative contracting strategies to meet delivery completion timelines, while providing vigilant risk mitigation, safety oversight, and APEGA compliant engineering.
- Ensure the division is fully resourced with a highly skilled/trained workforce of professional engineers and lead the development of staff creating a culture of continuous improvement.
- Direct internal engineering resources and large consultant/contractor teams to ensure efficient execution of projects.
- Participate in the development and execution of strategic plans and overall direction of the business unit.
- Contribute to the creation and execution of strategic and business planning activities and contribute to the identification and resolution of issues such as safety and environmental management; risk, public health and safety; community relations and engagement; employee relations, regional servicing, employee engagement; continuous improvement; business integration; and collaboration with all key internal and external partners.
- Lead and contribute to strategic initiatives that support The City's long-term goals with a focus on resilient, sustainable, and integrated infrastructure.
- Align invested parties across Operations, Planning, Communications, Council, residents, and regulators to manage issues and minimize public impacts.
- Maintain governance over budget, scheduling, proactive/timely capital funding requests, and quality assurance.
- Report on significant risks, mitigation plans and infrastructure investments to senior management and Council.
**Qualifications**
- A degree in Civil, Environmental Systems, or Industrial Engineering is preferred.
- Equivalent combinations of education and experience may be considered.
- In-depth knowledge of municipal water transmission systems, including large-diameter feeder mains, pump stations, reservoirs, water treatment plants, and wastewater treatment plants is preferred.
- Demonstrated experience and strong understanding of end-to-end capital project delivery for large complex infrastructure: pre-design, design, construction, and commissioning.
- Solid understanding of engineering standards and practices applicable to water/wastewater/stormwater infrastructure is preferred
- Knowledge of occupational health and safety legislation, construction safety systems, and risk mitigation for high-risk work.
- Familiarity with municipal, provincial, and federal regulatory frameworks, permitting, and environmental compliance affecting water infrastructure projects.
- The ability to lead and build multidisciplinary engineering teams and manage large consultant and contractor workforces delivering concurrent projects.
- An understanding of organizational politics, issues and external influences and the ability to effectively translate this understanding into organizational performance and customer value.
- You have strong political acumen, negotiation and conflict resolution skills, strategic visioning and critical thinking, and well-developed judgement and planning skills.
