Reporting to Manager, Transfer Stations and Landfill Operations’ (TSLO) Operations Coordination, the Environmental Health & Safety Field Representative (EH&SFR) provides environment, health and safety (EHS) compliance support to Solid Waste Management Services (SWMS) operations. EH&SFR is responsible for the on-site implementation, supervision, monitoring, auditing and continual improvement of programs and activities related to Corporate, Division and Section’s EHS management systems.

**Major Responsibilities**:
**Responsibilities of the Environmental, Health and Safety Field Representative (EH&SFR) include**:

- Provides input into the development of City, Division and Section’s policies, programs, and procedures, manuals on environment, health and safety related regulatory issues, templates/forms for frontline staff.
- Provides input into the strategic direction of the Division’s environment, health, and safety management systems.
- Performs site environmental and safety risk assessments to identify existing or potential hazards, determine corrective or preventive actions, and provide the necessary follow-up.
- Provides and/or supports training to Section’s management and frontline staff regarding their environmental compliance, emergency response and due diligence responsibilities.
- Plans audits, reviews pre-audit material, prepares audit protocols, conducts self-assessments and peer audits, prepares internal audit reports and documents findings, identifies deficiencies, and makes recommendations on areas of improvement to the EHS Management systems and related programs, operations, procedures and practices.
- Prepares analytical reports including regular reports on safety training, compliance issues and performance, internal audit reports, risk management plans, and ad hoc management requests.
- Provides input in the development, implementation, and timely maintenance of identified indices or standards against which Divisional and program performance can be measured.
- Advises management where frontline staff may be endangering themselves, others, or the environment. Also identifies compliance and related performance issues for the Division and Section’s Management Teams, including making recommendations for corrective actions.
- Provides emergency or incident (such as a spill or an occupational injury) response in the form of emergency response planning and testing; root cause investigations; assessing compliance and recommending a course of action to bring about compliance; liaising with regulators as appropriate; supporting implementation of recommended compliance plans; and other emergency needs as may be requested by site management or as required as part of emergency response plans.
- Identifies and regularly reports to the EH&S Compliance team on emerging compliance, operational, and environment, health, and safety issues to ensure coordinated communication and management throughout the Division.
- Establishes and maintains professional and constructive relations with peers, City staff and management, Ministry of Labour, Immigration, Training and Skills Development, Ministry of Environment, Conservation, and Parks, Toronto Fire Services, and other key stakeholders.
- Participates in the selection and procurement of safety-related and environment-related tools, equipment and training. Actively promotes and builds a positive safety culture among management, employees, and contractors.
- Performs other related duties as assigned.

**Key Qualifications**:

- Post-secondary education, in Health & safety or Environment or related discipline required (or equivalent combination of education and experience).
- Considerable experience in environmental and health and safety compliance related role(s) in an industrial, construction or municipal setting implementing environmental/ construction/health and safety programs.
- Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) certification.
- Experience with ISO 14001 and ISO 45001 standards and management systems.
- Experience assessing compliance, developing audit reports and recommending action plans to achieve compliance with applicable environment, health and safety legislation, industrial and/or construction regulations.
- Experience using Microsoft Office Suite (i.e. Microsoft Word, Excel, PowerPoint, Outlook).
