PiVAL International Inc. is a global logistics and supply chain management company with a comprehensive menu of warehousing logistics solutions and transportation solutions, including time sensitivity (land and air), FTL, LTL, intermodal.
Reporting to the Expedite Manager, the incumbent will manage fleet capacity to balance with sales budgets by recruiting owner operators. Furthermore, the Fleet Recruitment and Compliance Specialist will to be available to operations staff to enable them to fill shipment opportunities (transactional shipments / dedicated contract work) while answering all inquiries related to compliance and security and providing feedback as necessary. The fleet's turnover should be managed by maintaining good relations, which includes managing income, maintenance, and utilization. In addition, the incumbent will develop, monitor, and administer all aspects related to transportation compliance and security within the scope of Pival Expedite and Walter McDougall International Logistics. This includes all regulatory requirements while maintaining all certifications in an international transportation environment.
**Responsibilities**:
TRANSPORTATION COMPLIANCE
- Complete and monitor all annual and semi-annual regulatory requirements; CVOR, IFTA, NY HUT, DTOPS, UCR
- Review CVOR Level 2 monthly, all driver abstracts / CVOR abstracts semi-annually, follow up on any violations
- Manage CVOR Safety Rating and FMCSA SMS Safety Rating to ensure satisfactory
- Stay current with best practices, and/or requirements with various regulatory bodies and security programs.
- Communicate with authorities all CVSA received inspections requiring repair follow up, or corrective action
- Complete semi-annual insurance deductions for Owner-Operators
- Audit daily logs and inspections and follow up on any anomalies.
- Ensure successful completion of road tests for all new drivers
- Complete tax returns eg: IFTA, NY Hut Road Tax, Carbon Tax
- Provide accurate data required through a third-party including fuel purchases for each quarter (Permitax)
- Maintain files for compliance with regulatory bodies and company policies
- Oversee fleet compliance programs and adherence to any company issued software
- Implement and execute vehicle accident management through SOP.
- Manage company driver USDOT Drug and Alcohol Program & Owner-Operator compliance with WSIB
- Escalate and communicate any potential non-compliance or risk to management and, as appropriate, actively participate to address the matter with the appropriate jurisdiction (CBSA, MTO, etc.).
FLEET MAINTENANCE
- Ensure that ALL equipment is maintained and in compliance with MTO standards
- Manage compliance with Owner-Operator Preventative Maintenance program
TRAINING
- Conduct supply chain security and ACS training for all Guelph site
- Coordinate required Customs and other training for all new dispatchers
- Assign Carriers Edge and any additional training to drivers and staff as required or when deemed necessary
- Provide regular safety communication to fleet and conduct in-person safety meetings semi-annually
SECURITY
- Manage compliance with the company Supply Chain Security Program for Guelph site
- Manage, update and audit security programs, including but not limited to CTPAT, PIP, CSA, FAST, ACS, TSA
- Act as a security advisor for the company
- Minimize exposure to loss due to vehicular accidents, fines, and bad debts by strategically building a fleet of low risk, highly trained vehicle operators and incorporating processes that mitigate losses
- Ensure that supplier base meets or exceeds minimum compliance requirements
TRANSPORTATION RECRUITMENT & PAYROLL
- Respond to inquiries and conduct on-boarding of new Owner-Operators including training and follow up
- Monitor Owner-Operator incomes by trouble-shooting imbalances/issues
- Work closely with Expedite, Transportation and Marketing Teams
- Visa/Fuel/Toll Management in SharePoint and Full Circle (reimbursement entries
- Backup the Expedite Manager
- Driver payroll & reporting (12-15 drivers)
- Other tasks as assigned
**Requirements**:
- 3 years’ experience within an international trucking industry
- Degree in relevant field (required)
- Previous driving experience is an asset
- Must have a Valid driver’s license and vehicle
- Working knowledge of MTO, FMCSA, CTPAT regulations
- Previous TMS experience is an asset
- Knowledgeable with the principles of ISO9001:2015 standards applicable to assigned functions and role.
