Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Project Delivery manages large, complex public infrastructure projects using a variety of contracting models, notably the public-private partnership (P3) approach to procurement and delivery. The P3 model leverages private sector financing and expertise in building public infrastructure with the objective of delivering projects on schedule and within approved budgets. The current project pipeline is valued at more than $35 billion in estimated design and construction costs.
The role is responsible for the management and implementation of assigned projects. This includes the delivery of Capital Projects (renovations, additions and/or new builds) as assigned. These projects will include the day-to-day management of various deliverables (including management of Consultants, Contractors and Project Management Service Providers), coordination with Ministry clients, and the internal coordination with other Infrastructure Ontario (IO) divisions in support of the implementation of the project. The role will be required to continually engage and build relationships with Ministry stakeholders and external project partners, providing the forum for open, safe and collaborative workplace environment.
To be successful in this role, the incumbent brings sound traditional project delivery and Service Providers project management knowledge and expertise. Strong stakeholder management skills, the ability to adapt quickly, respond to a fast-paced and changing environment, and experience finding positive solutions to issues with clients and diverse teams of project Consultants and Contractors are also required. The ability to coach, mentor and delegate to a team of junior staff is preferred.
**What You Will Do**:
- Lead, plan and deliver the end-to-end delivery of assigned traditional delivery and Project Management Service Provider projects in accordance with approved scope, budget and schedule, following design-build, Master Service Agreements, Stipulated Sum and Construction Management Methodologies.
- Lead and manage the production of all project deliverables for scope, schedule and budget, including Change Order process management, design documentation, construction documents, schedules, cashflow, budgeting and compliance with applicable standards and municipal and provincial authorities’ regulations. Understanding of project schedules is required.
- Lead and manage the project administration processes for external consultants, contractors, and project management service providers and specialty vendors. This includes financial management of contracts, negotiations, dispute resolution, and/or interpretation and terms of agreement(s) on behalf of the organization.
- Prepare monthly and ad-hoc reports for both internal and external stakeholders. Present findings to stakeholders.
- Prepare various letters as part of contract/project agreements, specifically dispute letters, briefing notes and business cases throughout the lifecycle of the projects.
- Facilitate and build effective relationships and timely communication between Infrastructure Ontario, Clients, Consultants, Project Management teams, Contractors, Equipment Vendor(s) and Specialty Vendor(s) to create positive relationships.
- Develop and proactively identify project risks and establish mitigation measures in coordination with internal, external project team members, Service Providers and Ministries, creating positive outcomes.
- Manage the procurement of external Consultants, Contractors, and any specialty Vendors to support delivery of assigned projects.
- Act as the Infrastructure Ontario representative for internal and external committees and meetings related to project activities and prepare and deliver presentations for a variety of stakeholders to support project delivery.
- Attend site meetings and visits as required with various stakeholders such as but not limited to Consultants, Contractors, Ministry Clients and their stakeholder reps.
- Participate with the Direct Delivery team in the continual improvement process updating tools, processes, and methodologies as well as lessons learned management.
