**PURPOSE**:
The Contract Specialist is a member of the Avcorp business development team and is responsible for all phases of assigned customer contracts, ensuring that established contractual objectives are met. The responsibilities include the coordination and preparation of proposals for initial and subsequent contracts, and work statement changes.

**RESPONSIBILITIES**:
The Contract Specialist is responsible for performing the following business functions and activities:

- Support Program Management with new proposal activity and development, contract negotiation and execution.
- Development and documentation of costing pricing methodologies, procedures, and schedules in compliance with customer and Government contract regulatory agencies (e.g. FAR, DFARS, MOD)
- Provide accurate interpretation of Government contracting practices including FAR, DFAR, and, where appropriate, commercial, FMS or international contract law.
- Change management; monitor contract activities for out-of-scope work, develop & negotiate assertions as appropriate.
- Respond to customer’s proposal requests by working with other departments to create a complete proposal package.
- Reviews and manages the preparation of proposals and responses to the contractual requirements expressed in customer Request for Information/Proposals/Quotations.
- Reviews and scrutinizes terms and conditions of pending or newly acquired contracts and manages existing contracts to ensure compliance and resolution of any potential contract and/or risk issues.
- Flow down of contract requirements and amendments to Program Management.
- Coordinate kick-off meetings and/or internal work notification for accepted contracts or work statement changes.
- Working in collaboration with New Program Introduction and Program Management teams promotes understanding of Avcorp’s contractual rights and operational obligations.
- Prepares and disseminates information regarding contract status, compliance, modification, deviation, negotiation and termination.
- Prepares special reports and financial analyses as required to support existing or new proposals and contract changes.
- Assess business risks and propose plans to mitigate when appropriate.
- Comply with all company procedures and internal authorization requirements and guidelines.
- Keeps apprised of Avcorp’s business goals, strategic plans, risks and issues.
- Is prepared to travel to support Avcorp’s business development activities and participation in contract negotiations.

**EDUCATION/EXPERIENCE**:

- Detailed knowledge of the Government and military acquisition processes and regulations, and experience in proposal preparation, negotiations, contract awards, and contracts management and administration.
- Successful completion of business or operations management diploma from a recognized Institute of Technology, or a University degree in Commerce, Law or Engineering.
- Bachelor's degree in Business Administration or equivalent applicable experience.
- Minimum of two years' experience in administration of military or defense contracts.

**REQUIRED KNOWLEDGE AND SKILLS**:

- Familiar with US and Canadian export control laws
- Acumen of accounting practices
- Familiar with SACC, DFAR, FAR and DEFCON requirements
- Excellent interpersonal and relationship management skills.
- Strong multi-discipline team player.
- Effective organizational and time-management skills.
- Willingness to learn
- Strong analytical and risk management skills.
- Excellent critical thinking, business communication, and writing skills.
- Demonstrated ability to prepare and deliver presentations.
- Demonstrated ability to manage multiple concurrent projects or initiatives.
- Ability to interpret military specifications and familiarity with aerospace manufacturing operations.
- Ability to work through technical and business details without losing focus on corporate goals and objectives.
- Understands ITAR regulatory requirements for control of technical data, drawings, and components.
- Ability to obtain, or is a current holder, of a Canadian security clearance to gain access to classified and export-controlled information in order to perform the work associated with the SCA position.
- Must be fully Covid-19 vaccinated.
