**Position Summary**
Working with the Regional Management Team, the Regional Controller is responsible for the effective administration of all financial and accounting functions for the Region. This includes implementation of regional processes; oversight and compliance, day to day financial processing, financial reporting, budgets, and all reports required by funding partners. The Regional Controller will be the regional liaison with the Director, Regional Finance & /CFO, and the National Office of NCC with respect to financial information and reporting for the Alberta region. The Regional Controller is part of the Alberta Senior Leadership team and provides ongoing advice and budgetary oversight for the senior team.
**Duties and Responsibilities**
**1**. Ensure accurate financial records, activities, controls, and reporting**
- Supervises coding and donor allocations of expense and revenues for entry into the financial systems in line with NCC’s Policies, Accounting Standards, and donor restrictions
- Reviews project and program expenses to ensure compliance with donor restrictions and all funding agreements, including participation in development of project budgets, finance aspects of grant agreement and funding proposals, and preparation of related forms
- Supervise generation of invoices related to legal agreements, tracking, and coordinating collection of related accounts receivable.
- Leads the financial accountability for grant compliance and reporting, using the deferral method and ensures expenditures and revenues are correctly allocated to projects and programs. Includes the development of appropriate tracking methods for regional specific funding.
- Coordinates, reviews, and approves all time and billing entries for accuracy, consistency and compliance with funding restrictions and reporting requirements.
- Performs regular reconciliations of balance sheet items related to the region. The balance sheet items include accruals, prepaid expenses, deferred revenue, receivables, internal and external loans, endowments, and pertinent accounts that relate to the region.
- Supervises and assists as needed with data entry and all other information necessary for month-end, quarter-end, and year-end closing
- Ensures accuracy of financial statements and other financial information for regional management and corporate reporting, including monitoring and analyzing results and reporting on variances.
- Coordinates and prepares audit working papers as required for regional grant and corporate reporting
- Continuously reviews financial performance, available funding and on-going expenses and commitments for the sustainability of regional operations
- Works closely with the regional management team and all regional staff, to ensure regular exchange of information, such that the financial components of initiatives and matters are accurate and up to date. Develops financial strategies to advance the mission of the organization
- Alerts the Regional Vice President of any financial irregularities, operational challenges, strategic and technical matters that may or do impinge on the financial standing of the region, including unforeseen expenses, budget variances, and stranded funds, and works to find solutions to remedy the issue
- Continuously reviews funding agreements and funding availability to ensure efficient leverage of funds and funding opportunities for regional activities
- Ensure appropriate regional systems of internal controls are implemented and maintained.
- Identifies opportunities for business improvement and transformation, and serves as a member of the Regional Management Team, an advisory and decision-making body that addresses matters with significant implications to the region
- Problem solve with program managers and provide financial guidance and education related to financial reporting, budgeting, and regulatory requirements
- Providing advise to regional team related to compliance with policies, procedures, and regulatory matters.
