**Job Summary**

Reporting to the Senior Manager Investigations, a cannabis enforcement investigator investigates offences contrary to sections 8, 9 or 10 of the Cannabis Act including offences related to section 462.3 of the Criminal Code (Proceeds of Crime). The investigator will maintain close working relationships with Public Prosecution Services Canada (PPSC), police agencies, custom agencies and other agencies to develop intelligence, investigate and prosecute individuals or groups involved in possession, distributing and trafficking unauthorized and illicit cannabis in Alberta. The investigator gathers evidence, prepares court related documents, and ensures evidence is obtained in a lawful manner, for the successful prosecution of offenders in court. Additionally, case law in this area changes regularly and investigators need to stay current on court rulings and interpret changes in law correctly. The investigator will conduct other investigations as directed by the Investigations management team.

**Responsibilities**:

- Conducts covert or overt criminal (CC) investigations pursuant to the Cannabis Act;
- Conducts investigations into illegal cannabis and during the course of these investigations seizes exhibits required for evidence, make arrests and lay charges when necessary.
- Liaises with and conducts joint investigations with various police services including the RCMP, CBSA, Canada Revenue Agency, Health Canada, other provincial enforcement agencies both in and out of Alberta;
- Act on tips received respecting illegal cannabis and take enforcement action as required;
- Participates in undercover investigations in a capacity consistent with training and policy;
- Complete online and in person investigations into the conveyance of illegal cannabis;
- Conducts interviews of suspects and obtains warned statements;
- Secure and maintain continuity of exhibits for court purposes;
- Prepare and swear Information to Obtain (ITO), Production Orders and coordinate execution of Judicial Authorizations;
- Prepare draft charges and swears Information
- Consults with Public Prosecutions Service Canada (PPSC)
- Presents evidence in court and at Commission hearings (investigations related to licensees);
- Develops Intelligence on possible offenders;
- Compiles reports of studies and investigations for future reference, for statistical purposes and for the identification of smuggling and other cannabis trends;
- Assists the AGLC Integrated Investigative Team (AIIT), GIU and TEU investigating illegal activities related to their mandate, (i.e. contraband tobacco, loan sharking, money laundering and internet gaming) when required;

**Skills and Abilities**
- Relevant Post-Secondary Diploma (equivalencies will be considered).
- Minimum 5 years regulatory/investigative experience with AGLC, accredited police agency or regulatory provincial agency.
- Working knowledge of cyber and open-source investigations.
- Experience drafting, obtaining and execution of Judicial Authorizations;
- Experience in preparing court documents and testimony
- Experience in criminal investigations, rule of law and evidence collection.
- Basic accounting knowledge.
- Driver’s License Class 5.
- Experience and knowledge of Surveillance Techniques.
- Knowledge in the cultivation of lawful obligations related to confidential informants.
- Experience and/or knowledge of undercover investigational techniques.
- Interviewing/interrogation skills.
- Experience with a computerized data system and information retrieval.
- Travel and rescheduling of shifts when operationally required.
- The Investigator is an appointed “Peace Officer” under section 2 of the Criminal Code.
- Possesses knowledge in the confidential handling of information and intelligence;
