**GENERAL SUMMARY**
Reporting to the Director of Public Works, the Manager of Public Works Operations is responsible for leading the
coordination and efficient operation of the Roads, Parks, and Fleet teams within the Public Works department. This
position is a member of the leadership team and works closely with leaders across the organization to assist with the
planning and achievement of organizational strategy.

**KEY RESPONSIBILITIES**:

- Prioritizes the safety of all employees by ensuring that all WorkSafe BC safety standards and safe work

procedures are adhered to; conducts risk management inspections and manages an effective safety-training
program.
- Manages the Occupational Health and Safety program for the Roads, Parks and Fleet teams.
- Provides leadership, direction, evaluation and supervision of supervisory and clerical employees;
participates in hiring, disciplining, lay-off and termination of employees.
- Fosters the effective utilization of staff performance through coaching, development and motivation.
- Provides technical direction and support to staff through training, sharing knowledge, and helping

troubleshoot challenging situations.
- Researches and develops reports and policies regarding the District’s long-range operational work for

infrastructure management plans.
- Reviews and assists with the development or modification of work policies, procedures, standards,

specifications and regulations including emergency work forces and equipment.

- Assists with the development, scheduling and organizing of the long-term capital plan including capital

expenditures, maintenance and improvements from budget preparation through tendering and completion.
- Assists in the formulation of the annual operating and capital budgets and manages the teams within budget

parameters.
- Oversees the preparation and administration of tender and contract documents including approving

purchase orders, payments and acceptance certificates.
- Attends departmental, management, Council and Committee meetings, as required.

**REQUIRED KNOWLEDGE, SKILLS AND ABILITIES**
- Thorough knowledge of the Local Government Act, Community Charter, other Acts, Government

Regulation and Bylaws concerning local government roads, parks, and fleet activities.
- Thorough knowledge of Occupational Health and Safety Regulations and WorkSafe BC requirements.
- Excellent interpersonal and communications skills and ability to deal with people in a professional
- manner.
- Strong analytical and problem-solving skills and the ability to manage conflict effectively.
- Proven negotiation skills.
- Strong computer skills and thorough knowledge of Microsoft Office including MS Word, Excel and
- Outlook.
- Effective written and verbal communication skills, including preparing public reports.
- Superior ability to lead, motivate and manage a team to meet organizational objectives and work
- within the organization’s core values.
- Superior ability to develop and maintain strong and effective working relationships with diverse

individuals and groups including all senior staff, employees, elected officials, First Nations, other
agencies, and the public.
- Ability to give sound advice and write effective reports and recommendations for the guidance of

Council.
- Ability to review, prepare and administer budgets.
- Ability to plan, assign, review and supervise the work of a varied group of subordinates.
- Ability to read and interpret plans, designs, specifications and related materials.
- Ability to handle a complex and varied workload in a flexible manner, often under pressure.

**REQUIRED EDUCATION, TRAINING AND EXPERIENCE**
- Valid Class 5 driver’s license
