Reporting to the Chief Administrative Officer, the CFO & General Manager, Corporate Planning and Financial Services (CFO) is an active member of the Executive Leadership Team (ELT). In collaboration with other members of ELT, the CFO develops strategic plans, enabling the effective execution of Council priorities and services to the citizens of Calgary. This role provides expert advice and expertise to City Council, including participating in applicable committee meetings.
The CFO leads overall policy development for the CPFS department, develops strategic plans, leads/sponsors key projects and initiatives, and directs the implementation of these policies/projects/initiatives/plans within the department.
The following are some of the key accountabilities of the CFO:
- Provide vision, strategic leadership, and direction to the management team, ensuring effective and responsive delivery of programs and services.
- Lead, coach, and mentor employees to achieve operational and strategic objectives, developing a cohesive and motivated team.
- Lead and foster a collaborative approach promoting psychological safety, health, and wellness and utilize strategies that emphasize a workforce that reflects the vibrant community we serve.
- Identify capabilities needed to meet current and emerging business needs, evaluate gaps, and prioritize development activities.
- Collaborate with the Chief Administrative Officer and Council to identify short-medium and long-term strategic priorities and lead the development of strategic, business, and operational plans.
- Develop and oversee the implementation of strategic plans with an emphasis on cross-departmental collaboration and achieving synergies.
- Direct the development of annual and long-term business plans for each business unit, ensuring alignment with strategy and quantifying business outcomes (KPIs).
- Ensure the department has a clear mission and a strategic vision for success with the necessary resources to achieve it.
- Ensure the financial capacity of the organization is effectively managed.
- Take overall responsibility for designing, developing, and delivering the organization's financial management and control strategy.
- Develop and recommend annual operating and capital budgets and operational plans for Council's approval.
- Ensure sound financial controls, governance, accounting, financial reporting, and internal control procedures to meet fiduciary, regulatory, and partner reporting requirements.
- Plan, direct, and oversee financial planning, budgeting, accounting, and treasury functions.
- Oversee departmental operating budgets and ensure effective financial planning and management processes.
