**CONTEXT**

Oxfam-Québec is implementing the Voluntary Cooperation Program (VPC) entitled “Equality in Action” working in close collaboration with Oxfam teams in the countries of intervention. This program will take place over a period of seven years (2020-2027) in about ten countries in Africa, the Middle East, and Latin America.

The VCP aims to increase the performance of local partner organizations in developing countries in implementing inclusive, innovative, and sustainable development initiatives that will advance gender equality. Oxfam’s role is to support civil society organizations (CSOs) working with the most vulnerable and marginalized people to claim and exercise their rights. The knowledge, capacity and expertise of the qualified volunteers will be leveraged through short and long-term assignments with local partner organizations.

The VCP will be articulated within Oxfam's Country Strategy while ensuring compliance with Oxfam-Québec's contractual agreements with its donors.

***MAIN RESPONSIBILITIES**

In close collaboration with the Oxfam team members in the country of intervention, the Advisor will be responsible to:

- Support partners' capacities to develop effective digital media and communication strategies.
- Work closely with partners to support their capacities to engage on social media, and build a digital community.
- Work with partners and Oxfam staff to develop and implement visibility and communication plans for projects.
- Develop partners capacities on managing social media platforms, develop a social media calendar in line with projects and advocacy priorities, and increase social media reach and engagement.
- Design and provide training and educational materials on media and communications.
- Develop partners capacity to independently produce quality media and communication materials (press releases, video, photos, audio) that can be used by a variety of media platforms and outlets.
- Coordinate and facilitate project meetings and field visits at the country level with project partners and related stakeholders.
- Ensure that the digital archiving is correctly done and maintained.
- Support Oxfam Communication team in the planning, design and delivery of program communication products that showcase the impact of Oxfam's programs to donors and help bring policy change.
- Provide communication input to program proposals and donor reports to meet visibility and donor requirements.
- Work with local media in the West Bank and regional Arabic media to proactively generate coverage of Oxfam's programs and strategic advocacy objectives and support engagement with international media to raise global awareness on the situation for people in OPT.
- Share and embody Oxfam’s commitment to a zero-tolerance policy against behaviour that violates the code of conduct, including sexual harassment, exploitation, abuse, intimidation, lack of integrity, corruption, and fraud
- Participate in development efforts in Canada during and after the mandate by contributing to the dissemination of the program, projects, partners, etc. through testimonials, life stories, photos, quotes, etc.

**REQUIREMENTS**
- Have Canadian citizenship or citizenship of a country in the Middle East other than OPT.
- University degree in communications/media or related field.
- Proven professional experience of at least 5 years in influencing, communication, and social media engagement.
- Demonstrable experience with building effective media campaigns.
- Ability to create appropriate content for dissemination via press releases, social media, websites, and other distribution channels.
- Proven experience in developing communication strategies and social media engagement plans.
- Analytical thinker with strong conceptual and research skills.
- Ability to work under pressure and meet deadlines.
- Proficiency in Microsoft Office (Word, Excel, Outlook, and PowerPoint) and Skype, Teams and Zoom, social networks, WordPress, Photoshop.
- Proficiency in English. Knowledge of Arabic (an asset).
- Experience working in OPT or the MENA region (an asset).
- Experience in international development (an asset).
- Adherence to the mission and values of Oxfam, including the promotion of equality between women and men.
