**ACCOUNTABLE TO**:Director of Child and Family Services (CFS) and Director of Education

**Brief Overview**:
As section 35 rights holders, MN-S is the Indigenous Governing Body for Metis children within Saskatchewan under Bill C92. MN-S is undertaking a multi-year process to design and implement Métis specific CFS programs and services, with a particular focus on culture, language and heritage. Under the supervision of the Director of CFS and the Director of Education, the CFS Manager will be responsible for providing the overall coordination of processes required for the department in consultation, design, creation, management MN-S’s Child and Family Services prevention and apprehension programs and services. The CFS Manager will provide operational support and supervision to the department staff and will help carry out the department’s objectives and activities. This position reports to the Director of CFS for intervention program design and the Director of Education for prevention program design and is based within Saskatchewan.

**Key Responsibilities**:

- Develops and implements program and service delivery plans and updates program workplans with quarterly budget forecast.
- Maintains awareness and understanding of community engagement, Métis culture, language, heritage, social determinants of health, child and family services trends, and family-oriented research approaches.
- Coordinates and actively participates in program planning, implementation and evaluation.
- Consults with both Métis and non-Métis stakeholders in program and service designs
- Supports the review of updating program intake forms to support Métis citizens.
- Drafts briefing notes, posters, pamphlets, presentations, and bulletins for communication and education purposes about MN-S’s Child and Family Services process, programs and services.
- Supports the department in engaging with regional representative and Métis communities regarding their Child and Family Services issues and readiness.
- Implement Métis community engagement plans and processes.
- Coordinates with MN-S engagement team for the development of community engagement tools.
- Recognizes and pursues opportunities to engage and partner with key stakeholders and leaders in Métis communities, both externally and internal to MN-S (such as First Nation Child and Family Services departments, Saskatchewan’s Ministry of Child and Family Services, Saskatchewan Foster Family Services, and others).
- Effectively interprets Métis CFS programs information for internal and external communication.
- Responds to citizen, stakeholder and partner inquiries relating to programs and services.
- Networks and supports Director of CFS in knowledge exchange with other Métis Nations/jurisdictions.
- Actively seeks out and secures relevant and meaningful funding opportunities.
- Coordinates and monitors the CFS programs and services budget, reports, and other related information.
- Coordinates and monitors the community engagement budget and ensures that the expenditures remain within approved budget allocations.
- Represent MN-S at meetings, conferences, and other forums as required.
- Oversee and lead a team of staff focused on achieving the strategic goals and objectives of the ministry.
- Promote programming by collaboratively working with other MN-S ministries and departments.
- Ensure accuracy, confidentiality and safekeeping of information and records
- Performs other related duties as assigned.

**Qualifications**:

- Bachelor’s degree or Master’s degree in Indigenous Social Work/ Social Work, and/or a related discipline.
- Minimum 5 years’ experience working in the social work system and/or working with Indigenous and Métis communities.
- An equivalent combination of education and/or experience may be considered, as long as it directly relates to the essential duties and responsibilities.
- Lived experience is considered an asset
- Advanced computer skills including knowledge of Adobe and Microsoft Office programs Outlook, Word, Publisher, Excel, and PowerPoint.

**Knowledge and Skills**:

- Knowledge of Métis culture, language and heritage.
- Knowledge of Indigenous languages would be an asset.
- Demonstrated strategic thinking, budget development, financial and project management and leadership skills.
- Be familiar with and understand Métis barriers/issues/culture for children/youth in the CFS system.
- Excellent research, analytical, problem-solving and strategic planning skills.
- Knowledge of models of Indigenous governance, trends, Indigenous funding programs, and issues facing Métis or Indigenous peoples in Canada.
