Training and Employment Services provides a wide range of labour market services to individuals, communities, and businesses throughout Manitoba.

Conditions of Employment:

- Must provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search.
- Must be able to provide and maintain a satisfactory Child Abuse Registry Check.
- Must be able to provide and maintain a satisfactory Adult Abuse Registry Check.
- Must possess and maintain a valid Manitoba class 5F/5I driver’s licence with access to a vehicle.
- Must be able to travel within the province for work purposes as required.
Qualifications:
Essential:
- High school diploma, GED, or Canadian Adult Education Credential. Post-secondary education in business administration, social sciences, project management or a related field is preferred. A suitable combination of education and work experience may be considered.
- Demonstrated experience working with and/or for non-profit organizations or service providers including employment services, disability services, and career development agencies.
- Excellent written communication and grammatical skills including the ability to prepare accurate, clear, and concise professional documents.
- Ability to assess and evaluate funding or project proposals (or related requests) and make decisions or recommendations in accordance with program policies or mandates.
- Experience in contract management and/or program administration.
- Experience with the use of spreadsheets and formulas for the purposes of tracking, budgeting, and work planning.
- Ability to work independently to prioritize and manage numerous projects and files simultaneously in order to meet tight deadlines.
- Strong political acumen and the ability to manage confidential and politically sensitive material and situations in an appropriate manner.
- Strong verbal and interpersonal skills including the ability to communicate effectively with a variety of stakeholders such as clients, service providers, and other government departments.
- Experience in project management, including expertise in project lifecycles, project planning, innovation, change management, costing, and schedule estimation.

- Knowledge of best practices in employment services and the Labour Market in Manitoba.
**Duties**:
The Project Officer (PO) manages funding and programming partnerships with service providers and works in partnership with other areas of the department and across departments. The position manages programs aimed at increasing the employability of persons receiving Employment Insurance or Income Assistance and other unemployed or underemployed Manitobans. POs assess proposals, develop authority seeking documents, oversee contract development, amendments, compliance, and make recommendations for financial and program changes. POs also provide case management and critical financial supports to individual clients participating in projects and transitioning from projects to employment.
