**Job Description**:
**POSITION PURPOSE**
Reporting to the Manager, Corporate Operating Budget, the position is responsible for financial and statistical analysis, developing economic and policy recommendations, and conducting research in support of the Region’s multi-year budget and long-term fiscal plan. The Operating Team is focused on supporting development of the Region’s multi-year operating budget, including reviewing budget proposals and issues that impact the annual tax levy.
**MAJOR RESPONSIBILITIES**
- Support the processes and planning for annual, and multi-year budgeting, corporate in-year expenditure analysis and reporting, and provide analytics for long term fiscal planning and the budget process.
- Conduct economic, statistical and quantitative research and analysis in support of developing fiscal forecasting or multi-year budget and policy strategies.
- Assist with economic analysis of key Regional strategic initiatives, performs simulations and uses effective techniques to display data for decision makers.
- Research, monitor and interpret economic or budget information that may impact the Region, including federal and provincial funding trends, economic reports, and potential updates Regional policies and programs
- Develop positive relationships with colleagues within and outside the department and act as trusted business partner for client Departments in developing budget submissions and recommendations.
- Brief senior staff and prepare or provide input to reports, briefing notes, presentations, statistics and analysis
- Prepare briefing notes, reports and presentations to Committee and Council on budget issues.
- Performs other duties as assigned in accordance with Branch and Department objectives.
**QUALIFICATIONS**
- Successful completion of a Master’s Degree in Economics, Business Administration, Mathematics, or a related discipline or approved equivalent combination of education and experience.
- Minimum one (1) year experience in a large multi-divisional organization including experience in budget development, modelling, forecasting, research, analysis, economic indicators, and project management.
- Demonstrated understanding of financial models and budgeting systems.
- Knowledge of financial and economic principles and practices.
- Intermediate/advanced skills in quantitative and statistical analysis.
- Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
