The Opportunity
Our Regulatory Team is looking to add an #EnergyProblemSolver in Calgary to manage our Coastal GasLink (CGL) Environment and Regulatory team for our Canada Gas Business unit.
We are seeking a Manager, Environment and Regulatory - CGL to join our team. Reporting to the Senior Manager, Environment, Land and Regulatory - CGL. This position will lead the team responsible for environment and regulatory activities on CGL. We will count on your leadership, expertise and ability to work collaboratively with internal and external stakeholders, to ensure environment and regulatory requirements are being met. As part of the CGL Team, the Environment and Regulatory team supports the development, implementation and construction of all CGL projects by maintaining environmental support for construction, environmental and regulatory planning and permitting and by managing risks in these key areas.
The Environment and Regulatory team maintain the primary relationships with regulators, as well as working with a variety of stakeholders and rightsholders. The ability to negotiate with and influence senior stakeholders across multiple departments, regulators, government bodies and third parties is critical to the success of this role.
What you’ll do- Responsible for Environment and Regulatory activities for all projects associated with CGL- Provide senior technical oversight and technical review to ensure consistency in the planning and execution of environmental assessments and support for federal, provincial and local regulatory permitting- Lead and provide integrated strategic direction to the Environment and Regulatory Team and coordinate with other CGL departments- Support environmental and regulatory advisors in recruiting and managing third-party consultants, including review of Request for Proposals, bids, consultants' work scope, budget, and schedule- Ensure consistent direction is provided to external contractors, and business partners by environmental and regulatory advisors to ensure overall corporate and project objectives are consistently met- Provide regular reporting and participation in strategic planning for the project- Maintain relationships with Coastal GasLink’s primary regulators the BCER and the BC Environmental Assessment Office.- Accountable to work with the teams within CGL to proactively manage budgets and costs of providing Environment and Regulatory services- Maintain a resourcing strategy to meet the needs of the project in Environment and Regulatory and ensure consistency with CGL expectations- Lead in the identification and execution of risk management strategies and corrective actions to ensure compliance with commitments and relevant regulatory requirements are met- Support regulatory agency audits, face-to-face meetings with auditors, preparation of corrective action plans to audit findings and status reports to management- Organize regular team meetings with environmental and regulatory advisors to identify issues and support resolution- Identify emerging common technical environmental and regulatory issues and risks and present potential solutions to the senior manager Minimum Qualifications- Bachelor’s degree in a related field- Minimum 10 years of demonstrated experience in industry with the majority in a role related to environmental and regulatory permitting and compliance including significant field experience- Demonstrated leadership capabilities, including holding a formal leadership position- Strong understanding of Federal and Provincial Laws, Regulations, Guidelines and Practices applicable to Canadian Gas Assets (CER, EAO and BCER)- Strong knowledge of pipeline and facilities construction methods and associated federal, provincial, Indigenous and stakeholder interests
Preferred Qualifications- Ability to make decisions and recommendations on highly technical or complex issues without formal guidelines or precedents and exercises resourcefulness and ingenuity to interpret policy- Demonstrated decision making and problem-solving abilities in risk identification, communication, prioritization and management- Analytical skills and proven ability to extract and synthesize data from multiple sources- Ability to work within formal and informal organizational networks as well as demonstrated ability to work effectively with all levels of the organization- Travel to other company locations for temporary assignments, meetings or training- Stay overnight away from home base (estimated up 10% of work schedule)- Be on-site to support field preparation and regulatory engagement when required- Have and main
