Position Summary

Under the direction of the VP Campus Development & Support Services, the Director is responsible for facility operations, contract management, and overseeing service providers' performance within the buildings on the UHN West Park Campus. The Director is responsible for monitoring the service provider's performance against contractual obligations to ensure contract compliance and that the financial and operational implications of any failure to perform have been taken into consideration and mitigated. The Director works with the Manager of Facilities & Standards to provide oversight related to the performance of the 30-year Design, Build, Finance, Maintain (DBFM) service contract to ensure that the agreed allocation of risk is maintained and that best value is achieved.

Current West Park Campus includes:

The newly built UHN West Park Healthcare Centre site located at 170 Emmett Avenue. Maintenance operations at this facility are governed under a P3 Project Agreement which is a Design, Build, Finance, Maintain (DBFM) model with the Project Company (Project Co.) maintaining and life cycling the facility for a thirty year term. Ellis Don Facilities Services (EDFS) is the service provider and must adhere to project obligations as set out in the Facilities Management Output Specifications.

The UHN Reactivation Centre (RCC) located at 82 Buttonwood currently provided by a 3rd party service provider. The RCC is currently under renovation and will be fully occupied in the spring of 2026.

The UHN West Park Long Term Care Centre also managed by a 3rd party. The goal is to ensure that the facility is being maintained in accordance with Ministry of Long Term Care standards.

Duties

  • Oversees the monitoring of operations, maintenance, repair, ad hoc, lifecycle replacement of all elements, components and systems of the UHN WP Hospital facility and site pursuant to the Project Agreement between WPHC and Project Co. in accordance with all applicable laws, good industry practice and the FM specific requirements as set out in the Facility Management Output Specifications (FMOS)
  • Negotiates complex contractual concepts with Project Co related to contract interpretation and resolution of contractual issues
  • Demonstrates fiscal responsibility; to model a sound understanding of, and work within, the financial boundaries of UHN funding
  • Oversees the management of Not In Contract equipment maintenance that is corporate in nature and does not fall into a specific department. This may include tracking equipment under warranty.
  • Authorizes all Project Co submissions, including operational, quarterly and annual maintenance and service plans to ensure alignment between Project Co obligations and operational requirements
Qualifications
  • Completion of Bachelor degree in Health / Life Sciences, Engineering or Business Administration
  • Post-Secondary degree in building systems, engineering or other relevant discipline, or experience that would be considered equivalent (e.g. CFM, FMP, CET)
  • Member of a professional facility management body (e.g. Canadian Healthcare Engineering Society)
  • Project Management Professional (PMP), Certified Energy Manager (CEM), LEED-AP
  • Minimum of 7 years of experience in facilities management required, preferably in a hospital environment
  • Experience with Design, Build, Finance, Maintain projects
  • Expert knowledge of codes and standards applicable the operation of a health care facility
  • Demonstrated ability to effectively prioritize and organize multiple tasks
  • Self-directed and able to work effectively with minimal supervision
  • Excellent interpersonal, staff development and team building skills
