This position ensures compliance with established airport operational, environmental, safety and security policies and procedures with both airport staff and tenants – which have direct impacts on the airport’s ability to meet its Airport Certification obligations to Transport Canada. The position is responsible for the management of airport operational systems processes and procedures; and the evaluation and documentation of service for quality assurance. Classification Summary - Union Duties - Union Results and Activities - Non union Manage day to day operations of all airport facilities and services to: Ensures daily compliance with the Airport Operating Certificate, Canadian Aviation Regulations and Transport Canada Head Lease and Airport procedures and policies Ensures the continuity of operations and implement contingencies during failures and emergencies Ensures airport facility performance through regular inspections, audits, evaluations & investigations Confirm corrective measures are implemented Manage the Integrated Operations Centre (IOC): Lead the communication channel with airport tenants, licensees, and service providers to Audit, evaluate business practices and document delivery of services for quality assurance and problem solve issues as required Optimize terminal and apron operations (check-in, gating and baggage) Guiding, directing and supporting the IOC staff in making operational decisions Manage relationships with guests and community Respond to general inquiries and service requests from airport guests and the community Accept complaints regarding a variety of concerns from the public, review, investigate, resolve and escalate as appropriate Audit concessions against performance standards to meet customer expectations Manage day-to-day operational safety and security processes to ensure regulatory compliance Assess situations for potential hazard, audit, report and follow through on safety and security issues Work with tenants and staff to action scenarios that may jeopardize safety Process Safety, Security and Environmental Incident Reports. Reviews, investigates, resolves or escalates as appropriate Monitor daily activities of security contractor, airport police and CATSA contractor Manage human resources (evening and weekend shifts): Assess quality of work, assign and verify completion of tasks, discipline, train, motivate employees at regular meetings, during emergency situations and after normal business hours. Assess operating conditions and approve additional human resource requirements Credentials - Union Knowledge - Non Union Post-secondary diploma in business administration or related field. Equivalent combination of education and experience may be considered. Minimum five (5) years of progressive experience in airport operations, aviation or a related environment, including airport operational systems monitoring experience. Accredited Airport Executive (AAE) designation or Airport Management Professional Accreditation Program (AMPAP); or ability to obtain within 3 year Incident Command Systems (ICS) certification, Level 100 or ability to obtain within six (6) months. Minimum of two (2) years experience in supervising staff or managing operational teams in a unionized environment is preferred. Experience working at a federally regulated airport or within a Canadian airport authority is an asset. Project management experience is an asset. Specific mandatory knowledge includes: Canadian Aviation Regulations, Canadian Aviation Security Regulations and Aerodrome Security Measures, Airport operational systems monitoring experience, Airport Emergency Plan, Airport Operations Procedures, APM Circulars, Radio License and Airside Vehicle Operators Permit, Airport restricted area access clearance and restricted area pass program. Skills & Abilities - Non Union Thorough knowledge of airport operations, including airside, terminal, and landside functions is essential. Knowledge of emergency response procedures, incident command systems (ICS), and airport security protocols. Ability to assess operational issues quickly and make sound, timely decisions under pressure. Strong leadership and team coordination skills, especially in fast-paced or emergency situations. Effective communication and interpersonal skills to interact with stakeholders, including airlines, tenants, emergency services, and regulatory agencies. Proficient in writing incident reports and using digital tools for operations management. Ability to interpret and apply policies, procedures, and legal and regulatory requirements consistently. Strong conflict resolution and problem-solving skills. Ability to work independently and take initiative while maintaining accountability. High attention to detail and situational awareness in dynamic operational environments. Physical ability to conduct inspections and respond to incidents in all weather conditions. Ability to develop and maintain positive and effective working relationships with employees and a wide network of internal and external stakeholders Ability to use a variety of information technologies and standard office and operation-specific software applications. Exposures to variety of weather conditions and aviation related exposures such as prop wash, jet blast, noise, etc. (PPE provided) Special Instructions to Applicant The annual salary for this position ranges from $97,500 – 110,500 (salary range under review), depending on qualifications and experience. Most candidates can expect to start in the lower to mid-range of this scale, with opportunities for salary growth based on performance and tenure. Additional Hiring Information Other Requirements: Must be eligible to work in Canada. Must be able to obtain and maintain Transportation Secret Security Clearance (TSC) from Transport Canada, Airside Vehicle Operator Permit (AVOP) and Radio Operator’s Certificate, Aeronautical as a condition of employment. Must maintain a valid BC Driver’s Class 3 License and satisfactory driving record as a condition of employment. Ability to work rotating shifts, including nights, weekends, and holidays in a 24/7 operation Must be willing to work outside normal work schedule to meet operational requirements (including crisis and emergency incident management), including nights, weekends, and holidays. Ability to travel to various locations across the region as required. Ability to travel occasionally to domestic or international meetings and conferences as required.
