Detailed Overview Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: Reporting to the Director, Absence & Disability Management, the Leader, Long Term Disability Management is responsible and accountable for the implementation, ongoing management and future development of informed and responsive consulting and support services to managers and employees in the areas of absence and disability management (DM), recovery at work/return to work and work accommodation; provides leadership to the organization through promoting the importance of effective absence and disability management as an integral component of regular business and operational activities to minimize the impact of disability costs on the organization; represents Fraser Health on internal/external committees and through engagement with external stakeholders including HEABC, third-party insurers, provincial unions and service vendors to ensure designated DM services align with strategic and operational priorities and meet the needs of Fraser Health employees; manages assigned staff and works with team members to support managers in strategies to reduce the overall disability burden of the organization. Functional areas of responsibility include: Short Term disability focus (30- days) Oversight of an early rehabilitation/recovery services system (ERS) Development of an external provider network for ERS Management of absence prevention initiatives Collection of data, information analysis and evaluation for process improvement Standardization of absence prevention processes and case management. Responsibilities Contributes to the development of long range human resource planning goals and policies for Fraser Health (FH) regarding designated disability management programs consistent with organizational strategic mission and vision; works with the Director, Absence & Disability Management (DM) to ensure FH operational needs and priorities are met. Plans, develops, leads, manages and evaluates designated DM Services for FH; provides leadership and guidance in the development, implementation, evaluation and continuous improvement of a health focussed management system for employees struggling to stay at work. (short-term/long-term Disability Management strategies) Negotiates and develops effective partnerships with third-party insurance providers (WSBC/GWL) to support effective claims management and timely claim closure. Provides overall leadership and direction to assigned staff using effective management techniques; hires, trains and supervises staff including performance reviews, employee discipline and terminations, where appropriate. Establishes partnerships with key internal departments across FH by collaborating on integrated services to minimize the impact of employee absence and disability; ensures compliance with collective agreements, government regulations and applicable policies and procedures. Develops and recommends financial and operational plans; develops and manages the operating and capital budget for the assigned portfolio; monitors expenditures to ensure expenditures are consistent with budget projections; implements corrective action, as required to meet budget targets. Develops and implements department goals and objectives, policies and procedures to ensure the delivery of effective and efficient disability management services; leads the development, implementation, evaluation and continuous improvement of staff education and training programs related to absence and disability management. Develops and maintains effective and collaborative relationships with external stakeholders, including other Health Authorities, provincial unions, and other external organizations to develop, implement, evaluate and revise applicable absence and disability management programs to minimize the impact of employee disability on consistent work attendance. Identifies and promotes the development of research opportunities and utilization of research findings in the practice of Absence Management; represents FH on committees or task groups as assigned. Qualifications Education and Experience Bachelor's degree related to disability management, kinesiology, occupational health or a related field plus seven to nine years' recent, related experience in a leadership role responsible for disability management and/or employee return to work programs, including two years' experience in a supervisory role in a large, complex multi-site organization or an equivalent combination of education and experience. Professional/Technical Capabilities Demonstrated knowledge of contemporary and best practice approaches in occupational health and wellness, disability management and return to work. Ability to utilize conflict management skills and judgement to facilitate consensus, including ability to persuade /negotiate effectively. Ability to implement service/organizational change and transition both internally and externally to the organization. Demonstrated working knowledge of collective agreements including relevant provincial legislation and legal jurisprudence on disability management, return to work and work accommodation. Ability to operate related equipment and applicable software applications. Physical ability to perform the duties of the position.
